After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Landslide Hazard Area (I, II, Ill), and Seismic Hazard Area. 2.) On January 1, 1997 a slide occured on the subject property. Debris from the northern property caused damage to the existing single family residence. Subsequently, the dwelling was red tagged by the Jefferson County Buiding Department. 3.) CONDITIONS: 1.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. NOTICE: This permit does not excuse the proponent from complying with other local, state, and federal ordinances, regulations, or statutes applicable to the proposed development. Development pursuant to this permit shall be undertaken subject to the applicable development and performance standards of the Jefferson County Unified Development Code. If during excavation or development of the site an area of potential archaeological significance is uncovered, all activity in the immediate area shall be halted, and the Administrator shall be notified at once. The Federal Endangered Species Act rules to protect threatened Chinook and Summer-run Chum salmon became effective on January 8, 2001. Bull trout have been listed as threatened since early 2000. Under the ESA, any person may bring lawsuit against any individual or agency that"takes"listed species (defined as causing harm, harassing, or damaging habitat for the listed species). In addition, the National Marine Fisheries Service can levy penalties. All areas in Jefferson County are induded as"critical habitat"for a listed species. Development of property along any marine shoreline, freshwater shoreline, or floodplains could harm habitat if protective measures are not taken. To minimize the potential to damage habitat, all property owners developing adjacent to marine shoreline, freshwater shoreline, or floodplains are advised to do the following: -Set back buildings, utilities and roads as far as possible from surface waters(streams, rivers, lakes, marine waters), or at least 150 feet from the edge of the water -All development activities should avoid unstable slopes, wetlands, and forested areas near surface waters - Remove minimal vegetation for site development, especially large trees -Allow trees that have fallen into surface waters to remain there - Infiltrate stormwater from buildings and driveways onsite through drywells rather than discharging directly into surface waters or roadside ditches Any individual, group, or agency can bring suit for a listed species "taking," even if you are in compliance with Jefferson County development codes. The risk of a lawsuit against you can be reduced by consulting with a professional fisheries habitat biologist, and following the recommendations for site development provided by the biologist. For more information related tiD SEPA appeals see UDC Section 8.10.12. f - (/////0 UDC Admipfistrator (_ REPORT ON THE HANSON ECOLOGY BLOCK WALL 881 PIPER ROAD QUILCENE,WASHINGTON 98376 PURPOSE The purpose of this report is to investigate the structural integrity of a star topped ecology block wall located on the Anna Hanson property on the Bolton Peninsula in Jefferson County,Washington. LOCATION The Anna J. Hanson property is located in the SE1/4 of the SE1/4 of Section 17, Township 27N, Range 1W and fronts on Dabob Bay. The parcel number is 701174008 in the Jefferson County Assessor Records and the site address is 881 Piper Road, Quilcene,WA 98376. BACKROUND The Hansen dwelling was built in 1978 at the base of a steep slope near the mouth of Olson Creek, a small stream that flows easterly off the Bolton Peninsula into Dabob Bay. During construction, a portion of the hillside was cut to near vertical at the rear(North End) of the building. The property was eventually purchased by Hugh and Anna Jane Hanson in 1988. In 1996 a series of woods roads were built north of and upslope of the Hanson property and reportedly caused instability in the overlying soils. This has been discussed in several Geotechnical Reports and the landowner was cited by the Washington State Department of Natural Resources and a"notice to comply"was issued to the landowner in April 1999. On January 1, 1997, a mud and debris slide occurred at the rear of the Hanson dwelling. The area was cleaned and the material was taken away from the site. Again, on January 29, 1999 a mud and debris slide occurred which caused some minor damage at the rear of the Hanson dwelling. The site was again cleared and a star topped ecology block wall was built approximately 20 ft behind the dwelling to lessen the effects of future mud and/or debris flows that may occur at the rear of the building. The wall was built by Reeves Construction of Quilcene, a licensed Washington State Contractor. However,the wall can not be permitted by the Jefferson County Department of Community Development without a structural review. The dwelling is currently"red tagged". DISCUSSION David F. Bobanick of Tillman Engineering, Inc. met Kris and Anna Hanson on site on December 19, 2000 to inspect the wall and take appropriate measurements. Mr. Bobanick met Doug Reeves,the contractor who built the wall on February 20, 2001 to discuss construction methods and materials utilized in the construction. Results of this discussion and measurements are documented on the attached drawing which depicts the length of the *r ` wall, the height of the wall at various locations and foundation and backfill materials. Doug Reeves indicated that he removed the slide debris to the former cut slope, excavated to approximately 1 foot below footing grade and back filled with quarry spalls. The ecology blocks were placed as indicated on the sketch and back filled with quarry spalls to the levels shown. The blocks were placed on one another in a staggered fashion above grade and the blocks are not connected either horizontally or vertically. The star configuration on the tops of the blocks interlock with a star depression on the bottoms of the blocks to prevent the blocks from sliding on one another. A further inspection was made on February 27, 2001 by Mr. Bobanick and Erik Mikkelsen, P.E., to investigate bearing conditions of the soil under the wall. The condition of the wall regarding alignment and grade was also noted and reported by Mr. Mikkelsen in his letter report of April 9, 2001, a copy of which is attached. The wall was again inspected on March 1, 2001, the day after the Nisqually earthquake. There were no apparent damages to the wall as a result of the earthquake. The wall was analyzed for overturning and for bearing. Values for lateral earth pressures of 40 psf and allowable bearing pressure of 3000 psf as provided by Erik Mikkelsen were utilized in the structural analysis. The wall was analyzed as it was built based on all available information. Computations for the analysis are attached. At the highest and most critical point of the wall, a full course of blocks have been set below grade and are founded on approximately one foot of quarry spalls as shown on the attached sketch. Since the blocks are not connected,the point of overturning that was used in the analysis is at current ground elevation. Thus, at the highest point,the total height of back fill is 5.0 ft. Bearing pressure computations considered the weight of all 5 blocks at the highest point in the wall. CONCLUSIONS As indicated in the computations,the retaining wall is structurally sound in its current configuration and with current loading conditions. The safety factor for overturning is 5.6 and the safety factor for allowable bearing is greater than 2.0, both of which are satisfactory. The wall has been in place for approximately 2 years. It has been inspected and there are no signs of settlement or movement which tends to confirm the structural integrity of the wall. RECOMMENDATIONS The site should be inspected each spring to determine if changes have taken place in loading conditions due to slides or earth movement. Should conditions change,the wall should again be analyzed for structural integrity under the new loading conditions. -�._. . A permit was not obtained prior to the construction of the wall and will not be issued until certification that the wall is structurally sound by a registered Professional Engineer. During construction, a portion of the hillside was cut to near vertical at the rear(North End) of the building. The property was eventually purchased by Hugh and Anna Jane Hanson in 1988. In 1996 a series of woods roads were built north of and upslope of the Hanson property and reportedly caused instability in the overlying soils. This has been discussed in several Geotechnical Reports and the landowner was cited by the Washington State Department of Natural Resources and a"notice to comply"was issued to the landowner in April 1999. On January 1, 1997, a mud and debris slide occurred at the rear of the Hanson dwelling. The area was cleaned and the material was taken away from the site. Again, on January 29, 1999 a mud and debris slide occurred which caused some minor damage at the rear of the Hanson dwelling. The site was again cleared and a star topped ecology block wall was built approximately 20 ft behind the dwelling to lessen the effects of future mud and/or debris flows that may occur at the rear of the building. The wall was built by Reeves Construction of Quilcene, a licensed Washington State Contractor. However,the wall can not be permitted by the Jefferson County Department of Community Development without a structural review. The dwelling is currently"red tagged". DISCUSSION David F. Bobanick of Tillman Engineering, Inc. met Kris and Anna Hanson on site on December 19, 2000 to inspect the wall and take appropriate measurements. Mr. Bobanick met Doug Reeves,the contractor who built the wall on February 20, 2001 to discuss construction methods and materials utilized in the construction. Results of this discussion and measurements are documented on the attached drawing which depicts the length of the *r ` wall, the height of the wall at various locations and foundation and backfill materials. Doug Reeves indicated that he removed the slide debris to the former cut slope, excavated to approximately 1 foot below footing grade and back filled with quarry spalls. The ecology blocks were placed as indicated on the sketch and back filled with quarry spalls to the levels shown. The blocks were placed on one another in a staggered fashion above grade and the blocks are not connected either horizontally or vertically. The star configuration on the tops of the blocks interlock with a star depression on the bottoms of the blocks to prevent the blocks from sliding on one another. A further inspection was made on February 27, 2001 by Mr. Bobanick and Erik Mikkelsen, P.E., to investigate bearing conditions of the soil under the wall. The condition of the wall regarding alignment and grade was also noted and reported by Mr. Mikkelsen in his letter report of April 9, 2001, a copy of which is attached. The wall was again inspected on March 1, 2001, the day after the Nisqually earthquake. There were no apparent damages to the wall as a result of the earthquake. The wall was analyzed for overturning and for bearing. Values for lateral earth pressures of 40 psf and allowable bearing pressure of 3000 psf as provided by Erik Mikkelsen were utilized in the structural analysis. The wall was analyzed as it was built based on all available information. Computations for the analysis are attached. At the highest and most critical point of the wall, a full course of blocks have been set below grade and are founded on approximately one foot of quarry spalls as shown on the attached sketch. Since the blocks are not connected,the point of overturning that was used in the analysis is at current ground elevation. Thus, at the highest point,the total height of back fill is 5.0 ft. Bearing pressure computations considered the weight of all 5 blocks at the highest point in the wall. CONCLUSIONS As indicated in the computations,the retaining wall is structurally sound in its current configuration and with current loading conditions. The safety factor for overturning is 5.6 and the safety factor for allowable bearing is greater than 2.0, both of which are satisfactory. The wall has been in place for approximately 2 years. It has been inspected and there are no signs of settlement or movement which tends to confirm the structural integrity of the wall. RECOMMENDATIONS The site should be inspected each spring to determine if changes have taken place in loading conditions due to slides or earth movement.
