The application was reviewed by the Jefferson County Department of Community Development staff on August 10, 2001 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Landslide Hazard level 1 and Special Aquifer Recharge Area/Susceptible Aquifer Recharge Area. 2.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 3.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 4.) Critical Aquifer Recharge Areas are defined as Seawater Intrusion Areas, and Special Aquifer Recharge Protection Areas and the following land uses located within Susceptible Aquifer Recharge Areas (1) All Industrial Land Uses (2) All Commercial Uses (3) All Rural Residential Land Uses requiring a Discretionary Use or Conditional Use Permit(4)All Rural Residential Land Uses with nonconforming uses that would otherwise require a Discretionary Use or Conditional Use Permit(5) Unsewered Planned Rural Residential Developments (6) Unsewered residential development with gross densities greater than one unit per acre. All of the above listed uses shall be subject to the applicable requirements and standards of the Jefferson County Unified Development Code. 5.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin (see attached). 6.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 7.) A geotechnical report was not required or submitted for the detached garage building permit. 8.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-800-11(1)(b)(i). 9.) The applicant is proposing to create or add 730 square feet of impervious surface and 730 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal submit a Stormwater Calculation Sheet. The applicant submitted a Stormwater Calculation sheet with the application. 10.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 11.) The parcel is a legal non-conforming lot that is designated as Rural Residential (RR 1:5) under the Jefferson County Comprehensive Plan Land Use Map, effective 8/28/98. 12.) This approval is for a detached garage only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 13.) The revised site plan dated August 30, 2001, as submitted with the building permit application on July 19, 2001 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved revised site plan dated August 30, 2001 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 14.) The Jefferson County Department of Pubic Works reviewed the right-of-way for Huckleberry Lane. Huckleberry Lane is currently considered a useage right-of-way on the Road Log for a distance of 0.26 miles beginning at the intersection with with Teal Lake Road. It is considered a primitive graveled road with an ADTof 40. Last year the Public Utility District installed a water line along the south side of the road although permitted only on the north. The area where the water line was installed was then graded to blend with the existing roadbed, which, essentially widened the roadway 4-5 feet to approximately 14-15 feet total width adjacent to the subject property. The County never intentionally expanded the width of this road and continues to maintain the 10-foot width from the north edge of the subject road. Mr. Hagerman measured his setbacks from the newly formed southerly edge, which lies approximately 4-5 feet south of the useage right-of-way. The net effect is that Mr. Hagerman's measured dimensions would be essentially 4-5 feet greater than indicated on the site plan. This would increase the setback distances from those noted in the original site plan (14 feet and 21 feet) to an increased distance of 19 feet and 26 feet respectively. 15.) A conventional septic system was installed under permit SEP93-00204. It was finaled September 14, 1993. 16.) A building permit application (BLD93-00589) for a single family residence was applied for and issued August 24, 1993. It was finaled November 16, 1995. 17.) Maximum impervious surface or lot coverage shall not exceed twenty-five (25) percent. 18.) Minimum setback from the south useage right-of-way of Huckleberry Lane shall be 20 feet. Minimum setback from the side and rear yard property lines shall be 5 feet. 19.) The building height shall not exceed 35 feet. 20.) Michelle Farfan, Associate Planner, met the applicant on site on October 8, 2001. The applicant has staked the original north property corners. The bank height varies from approximately 10 feet to 15 feet and is immediately adjacent to the road.
