The application was reviewed by the Jefferson County Department of Community Development staff on 12/20/01 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Shoreline (Conservancy), Landslide Hazard Area I-III, Seismic Hazard Area, and Stormwater. 2.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 3.) A Geotechnical Report was submitted in conjunction with this application. The report addressed the stability of the geologic hazard area. A setback of 100-feet shall be measured perpendicularly from the top or toe of the geologic hazard to the proposed (indicate type of development). 4.) Landslide Hazard Areas and their associated buffers shall remain naturally vegetated. Should buffer disturbance occur during construction, the Unified Development Code (UDC)Administrator shall require replanting with native vegetation. No alterations shall be made to the Landslide Hazard Area or its associated buffer without prior authorization by the UDC Administrator. 5.) A vegetative buffer of 30-feet shall be permanently maintained from the top or edge of the Landslide Hazard Area. All buffers shalt be measured perpendicularly from the top of the Landslide Hazard Area. 6.) Prior to and during approved construction activities, the perimeter of the landslide hazard area buffer shall be marked with a temporary sign. The sign shall be placed in such a manner that it can be directly observed from the construction area. The sign shall contain the following statement: "Landslide Hazard Area and Buffer- Do not Remove or Alter Existing Vegetation." 7.) All construction activities shall not encroach upon the buffer. This includes the storage or preparation of materials. 8.) The applicant shall permanently separate the boundary of the Landslide Hazard Area Buffer from the remainder of the subject property through installing logs, trees, a hedge row, or any other prominent physical marking approved by the UDC Administrator. 9.) The proposed development is located more than 200-feet from the Ordinary High Water Mark (OHWM) of the shoreline. This proposal is NOT subject to the Jefferson County Shoreline Master Program. 10.) Based upon the identified Landslide Hazard Area and the clearing that was conducted on the bluff the applicant was required to submit a Stormwater and Drainage Plan. The Plan was completed by Northwestern Territories, Inc. The applicant is required to implement all of the provisions specified in the plan. 11.) The applicant is proposing to create or add 864 square feet of impervious surface. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal submit adhere to Best Management Practices for this proposal. 12.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 13.) The site plan as submitted with the building application on 12/20/01 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated 1/09/02 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 14.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined by the amount of impervious surface. Impervious surface includes roof tops, gravel driveways, concrete, etc. 15.) All setbacks for the proposal have been determined by the Environmentally Sensitive Areas (Landslide, shoreline, etc). 16.) The applicant shall follow the recommendations rendered through the approved Geotechnical Report. 17.) The building height is not to exceed 35 feet. 620 BUILDING PERMIT APPLICATION ReAOw 0pe: I Jefferson County Department of Community Development 621 Sheridan Street Port Townsend, WA 98368 PERMIT #: BLD01-00702 Received Date: 12/20/2001 SITE ADDRESS: 207 SIERRA TRAIL QUILCENE, 98376 OWNER: JAMES S SHEPHERD PHONE: (360)301-5331 RON SHEPHERD 207 SIERRA TRAILS QUILCENE WA 98376 SUBDIVISION: Block: Lot: PARCEL NUMBER: 601324001 Section: 32 Township: 26 N Range: 01 W CONTRACTOR: BUILDING BROKERS CONST PHONE: (360)683-6216 530 HEATH RD SEQUIM WA 98382 Contractor's License BUILDBCOLLMG Expires 07/07/2002 REPRESENTATIVE(S): GARY RISTICK BUILDING BROKERS PO BOX 3831 SEQUIM WA 98382 PROJECT DESCRIPTIO DETACHED GARAGE TYPE OF WORK GAR SQUARE FOOTAGE: TYPE OF IMP NEW MAIN: VALUATION 8,640.00 ADD'L: HEAT TYPE: CODE EDITION: 1997 HEAT BASE: HEAT TYPE: OCCUPANCY: UNHEATED: #OF STORIES: OCCUPANCY: OTHER: CONST TYPE: GARAGE: 864 SHORELINE: CONST TYPE: DECK: SETBACK: BANK HEIGHT: SEWAGE DISPOSAL: OSS WATER SYSTEM: PWELL PARCEL TAGS: YES NO BEDROOMS: BATHROOMS: STORMWATER: YES NO AREA Exist: Exist: Wetland Erosion Prop: Prop: Seismic Streams Total: Total: Flood Way Floodplain F&W Landslide Routing Date: I2J I O f Shoreline Aquifer Forest: Commercial Rural Proximity— Plat Conditionc Type Amount Paid By: Date: Receipt: Permit $167.25 MAM 12/20/01 43739 Plan Check $50.18 MAM 12/20/01 43739 State Building Code $4.50 MAM 12/20/01 43739 JAN U 9 2001 Total: $221.93 VONA Jefferson County Department of Conmuudty Development 4w,'SON coy, 621 Sheridan Street,Port Townsend WA [ 0]318-4450 0 a Perm° IFti f ` ° s Goo App _ acc,i,,,on kIN Project Descri.tion: Building Type: Project Type: a ..q kyoe: Single Family rr' New i'obd _ Garage Attached/Detached ❑ Addition _i Steel Modular ❑ Alteration/Rem. 1 ni_":" 1 '`' Conc 't -_ Commercial ❑ Repair ❑ Mssonry Multi-family/#of Units ❑ Demolition L. , O ier. The Federal Endangered Species Act rules to protect threatened Chinook and Summer-run Chum salmon became effective on January 8, 2001. Bull trout have been listed as threatened since early 2000. Under the ESA, any person may bring lawsuit against any individual or agency that"takes"listed species (defined as causing harm, harassing, or damaging habitat for the listed species). In addition, the National Marine Fisheries Service can levy penalties. All areas in Jefferson County are induded as"critical habitat"for a listed species. Development of property along any marine shoreline, freshwater shoreline, or floodplains could harm habitat if protective measures are not taken. To minimize the potential to damage habitat, all property owners developing adjacent to marine shoreline, freshwater shoreline, or floodplains are advised to do the following: -Set back buildings, utilities and roads as far as possible from surface waters(streams, rivers, lakes, marine waters), or at least 150 feet from the edge of the water -All development activities should avoid unstable slopes, wetlands, and forested areas near surface waters - Remove minimal vegetation for site development, especially large trees -Allow trees that have fallen into surface waters to remain there - Infiltrate stormwater from buildings and driveways onsite through drywells rather than discharging directly into surface waters or roadside ditches Any individual, group, or agency can bring suit for a listed species "taking," even if you are in compliance with Jefferson County development codes. The risk of a lawsuit against you can be reduced by consulting with a professional fisheries habitat biologist, and following the recommendations for site development provided by the biologist.
