We want to hear about all the great programs and services small, rural counties are providing across the U.S., celebrate their community impact, and honor the hard work of staff in these
counties. So this year, we are waiving application fees for counties with a population of less than 50,000 residents all the way through the final application deadline of April 11.

2d4ba3bb4334f6d8be15ee> have recognized outstanding county government programs and services. Through a non-competitive application process, noteworthy programs receive awards in 18
categories that cover a vast range of county responsibilities.
By participating, your county can earn local and national recognition. Achievement Award winners have been featured in local media, in County News, and at NACo's Annual Conference. Eighteen
"best in category" winners will receive special recognition, and all winners will receive a customizable press release to share the good news.

Summit County, Colo.
Preschool Program
This best-in-category program, part of Summit County’s Strong Future Initiative, helped to make high quality preschool possible for all 4-year-old children by providing tuition credits
for close to 150 families living or working in the county.
Mono County, Calif.
How to Poo Like a Pro in the Eastern Sierra
Responding to the abundance of human and dog waste left across its trails, recreation and dispersed campsites, staff created a video about the unique outdoor challenges people face while
experiencing the wilderness. The video went viral due to its frank but funny presentation style.
Washington County, Fla.
1,000 Books Before Kindergarten
This program focused on a simple challenge for residents: read a book (any book) to your newborn, infant, or toddler 1,000 times before kindergarten. The program invited residents to
step into the Washington County Public Library to learn how to get started.
Baldwin County, Ga.
Animal Adoption and Rescue Program
This program publicized the needs of the county animal shelter and encouraged residents to get involved in animal adoption. Before this program was created, 95% of animals that came
into the care of animal services were euthanized, but now Baldwin County has a thriving adoption/rescue program with a strong volunteer program.
Phillips County, Kan.
Residential Revitalization Program
This program offered reimbursements to homeowners, up to $1,500 in matching funds for the purchase of materials and equipment rentals required to renovate the exterior of their property.
Most applicants ended up investing $5.22 of their own money into their projects for every dollar invested by Phillips County Economic Development.
Kent County, Md.
Rural Digital Inclusion Program
In a public/private partnership with Kent Fiber Optic Systems, the county constructed a 110-mile fiber optic network. The county also connected 70 community anchor sites to create free
gigabit connected ''homework hotspots'' for students and other residents in municipal centers such as town halls, fire departments, police stations, parks and libraries.
Goodhue County, Minn.
Mighty Mississippi Cleanup Challenge
This program challenged area counties, cities and watershed districts to create events to help clean their area of the Mississippi River. Dozens of local governments established cleanup
events in their areas, resulting in much common pollution being removed from the Mississippi.
Potter County, Pa.
No Veteran Left Behind
Coordinated by the Department of Human Services, with support from the Commissioners, Director of Veterans Services, American Legion/VFW posts and community supporters, this program
provided a transportation service dedicated solely to taking veterans to medical appointments.
Summit County, Utah
Mental Wellness Strategic Plan and Alliance
This program identified gaps in services and programs and developed a community strategic plan to improve the state of behavioral health in the county. The guiding community document
serves as a community roadmap, allowing for community partners and the Health Department to utilize a data-driven approach in addressing behavioral health challenges.
Scott County, Va.
SCOTT Service - Alternative Sentencing Program
This alternative sentencing program offered participants the opportunity to remain in a community setting while actively participating in a stringent community-based work program. Participants
were assisted through a needs-based platform and strictly monitored, supported, held accountable, and encouraged to maintain employment and commit to lifestyle changes.
