Dow Constantine Hired as New CEO of Sound Transit; Shannon Braddock Steps Up as Acting County Executive
Former King County Executive Dow Constantine was hired as the new CEO of Sound Transit by the Sound Transit Board. The next day, Deputy Executive Shannon Braddock was confirmed as acting
King County Executive by the King County Council.
Braddock is the first woman to serve as King County Executive. She was appointed as Deputy Executive in June 2023. Since 2017 she has worked in the Executive’s Office in a variety of
roles, including Chief of Staff, Deputy Chief of Staff, and Director of Council Relations.

Opening of New Washington Juvenile Detention Center Delayed
The opening of a new Washington juvenile rehabilitation center initially slated for early this year has been pushed to June, a delay that may prolong overcrowding issues at the Green
Hill School in Chehalis.
The Green Hill School has been the subject of criticism and debate for a year as overcrowding issues in the medium-maximum security youth prison have halted programming, amplified violent
incidents and led to lockdowns. The state-run youth prison has capacity for 180 beds, but for the past year, it has housed around 230 boys and young men ages 17 to 25.

EFSEC, under the direction of the Washington State Legislature and in accordance with the Revised Code of Washington (RCW) Chapter 43.21C.405, has prepared the Draft Programmatic EIS
to assess probable significant adverse environmental impacts associated with high-voltage transmission facilities, and to identify avoidance, minimization, and mitigation measures.
This notice is to advise the public that the Energy Facility Site Evaluation Council (EFSEC) is issuing a Draft Programmatic Environmental Impact Statement (PEIS or Programmatic EIS)
for electrical transmission facilities with a nominal voltage of 230 kilovolts (kV) or greater on March 31, 2025.

Washington Scientists Discover 'Potential Breakthrough' in Protecting Salmon From Urban Killer
For decades, toxic tire dust has choked coho salmon before they can spawn in their natal streams. Now, King County scientists say they have made a "potential breakthrough" in how to
save them.
Preliminary results from a recently completed study show certain soil mixes can effectively filter a toxic chemical out of stormwater, boosting coho salmon's survival rates significantly.
The key may be in special soil mixes containing sand, coconut fiber and biochar, a charcoal-like organic fertilizer, King County scientists said this week.
