Do not open attachments or click on links if you are not expecting them. -------- Original Message -------- Subject: Comments for Meeting Agenda 4/7/2025 Date: 2025-04-06 12:48 From: dgkccote@inbox.com To: jeffbocc@co.jefferson.wa.us To Jefferson Co Commissioners: Greg Brotherton, Heather Dudley-Nollette, Heidi Eisenhower, We as residents of Jefferson Co, residing in unincorporated Port Ludlow, have followed the proposed solutions to Short Term Rentals in Jefferson Co since the onset and have written various arguments and have attended county meetings to voice our concerns. We urge you to consider the remaining policy decisions to be discussed 4/7/25 with the following conclusions: Should STRs be limited to one per operator? YES If STRs should be limited by operator, how many STRs per operator should be the limit? ONE Should a grace period be allowed? Yes or No? NO - This issue has been in discussion long enough and the people who are responsible and intend to comply with the new regulations are aware of the situation and would have stepped up already to continue their business since the initial announcement of the moratorium over one year ago. If a grace period should be allowed, what should the period be? Let's please move forward now. There has been enough time and work done already since the onset. Several newspaper articles have been written and adequate time has already been given for people willing to comply and apply for permits. Why should we have to endure another summer of excess traffic when we have already patiently waited for this issue to make its rounds through Jefferson Co channels? We respect the process, appreciate all that county employees have put into this process already and hope that no more additional time be granted to postpone the inevitable. Should Jefferson County residency be required? Yes or No? YES Note: We are affected by a neighboring AirBNB who is not in compliance of the county permitting process, nor the inspection process and is not a resident of Washington state. By attending local meetings, we have learned about many positive reasons for other Jefferson Co residents to operate a permitted STR. We do not see a positive outcome towards out of state investors who rarely, or never show up to their properties, actively defer maintenance on those properties, and actually allow businesses to rent and operate out of their houses. STR owners don't always rent to vacationing families. We have observed company labeled trucks parked overnight in the STR and creating non-typical, non-residential traffic on our one lane, dead end county road. If we as Jefferson Co residents were to want to legally operate a business from our home, we would need to comply with a Conditional Use Permit so our neighbors would be notified and also agree that our business is typical with the character of the neighborhood. Should STRs be prohibited for the first two years of property ownership? Yes or No? YES Should there be a cap? Yes or No? YES If there should be a cap, what should the cap be? 2%, 3%, 4%, other? Whatever amicably allows Jefferson Co responsible residents to continue their current STR situation (we do not know the current % of STR owners to venture a responsible guess with regard to how it affects low income housing availability).
