The application was reviewed by the Jefferson County Department of Community Development staff on 12/26/01 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Susceptible Aquifer Recharge Area. 2.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 3.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin (see attached). 4.) The applicant is proposing to create or add 2,296 square feet of impervious surface. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal adhere to Best Management Practices (BMPs) to control sedimentation and erosion during the proposed development. 5.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 6.) The site plan as submitted with the building application on 12/26/01 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated 1/14/02 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 7.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined by the amount of impervious surface which includes gravel driveways, sidewalks, roof tops, concrete, etc. 8.) Marine View Place is classified as a Private Road and thus requires a 20-foot minimum front yard setback. The sides and rear lot lines require a minimum 5-foot setback. All measurements shall be taken from the lot lines and measured perpendicularly to all proposed development. 9.) The building height is not to exceed 35 feet. is\F_BLD_Permit_Buildng.rpt 10/29/19 628 ' BUILDING PERMIT APPLICATION RevieW 0pe: I Jer CrDepartment of m Dee 621ffe Sheidanson Streetounty epart Port Com i ownsendunity, WevA 98368lopm nt PERMIT #: BLD01-00711 Received Date: 12/26/2001 SITE ADDRESS: 102 MARINE VIEW PL PORT TOWNSEND, 98368 OWNER: RICHARD W RUCKER PHONE: (360)297-2432 KATHRYN J RUCKER 28058 STATE HWY 104 KINGSTON WA 98346-9495 SUBDIVISION: CAPE GEORGE VILLAGE DIV 3 Block: Lot: 10 PARCEL NUMBER: 940500010 Section: 13 Township: 30 N Range: 02 W CONTRACTOR: TERHUNE HOMES INC PHONE: 360-697-7000 PO BOX 97 POULSBO WA 98370 Contractor's License TERHUHI133J7 Expires 04/27/2002 REPRESENTATIVE(S): TERHUNE HOMES PO BOX 97 POULSBO WA 98370 PROJECT DESCRIPTIO SINGLE FAMILY RESIDENCE TYPE OF WORK RES SQUARE FOOTAGE: TYPE OF IMP NEW MAIN: 1,574 VALUATION 155,923.00 ADD'L: HEAT TYPE: HTP CODE EDITION: 1997 HEAT BASE: 915 HEAT TYPE: OCCUPANCY: R-3 UNHEATED: #OF STORIES: OCCUPANCY: CONST TYPE: 5N OTHER: 216 SHORELINE: CONST TYPE: GARAGE: 621 SETBACK: DECK: 298 BANK HEIGHT: SEWAGE DISPOSAL: CON WATER SYSTEM: CAPE GEO PARCEL TAGS: YES NO BEDROOMS: BATHROOMS: STORMWATER: YES NO AREA Exist: Exist: Wetland Erosion Prop: 3 Prop: 3 Seismic Streams Total: 3 Total: 3 Flood Way Floodplain F&W Landslide Routing Date: Aquifer 2'1 2-7 )0 1 ' y0-9'----- Shoreline Forest: Commercial Rural Proximity Plat Conditions Type Amount Paid By: Date: Receipt: Approved/Date Permit $1,307.35 MAM 12/26/01 42478 D , Plan Check $392.21 MAM 12/26/01 42478 FA PROVE State Building Code $4.50 MAM 12/26/01 42478 Potable Water Application $30.00 MAM 12/26/01 42478 JAN 1 5 2001 Total: $1,734.06 .--;:le tip DEPT.OF CLiii NITY c - : ,, ENT SIGMA '.'. NOTICE: This permit does not excuse the proponent from complying with other local, state, and federal ordinances, regulations, or statutes applicable to the proposed development. Development pursuant to this permit shall be undertaken subject to the applicable development and performance standards of the Jefferson County Unified Development Code. If during excavation or development of the site an area of potential archaeological significance is uncovered, all activity in the immediate area shall be halted, and the Administrator shall be notified at once. The Federal Endangered Species Act rules to protect threatened Chinook and Summer-run Chum salmon became effective on January 8, 2001. Bull trout have been listed as threatened since early 2000. Under the ESA, any person may bring lawsuit against any individual or agency that"takes"listed speaes (defined as causing harm, harassing, or damaging habitat for the listed species). In addition, the National Marine Fisheries Service can levy penalties. All areas in Jefferson County are included as"critical habitat"for a listed species. Development of property along any marine shoreline, freshwater shoreline, or floodplains could harm habitat if protective measures are not taken. To minimize the potential to damage habitat, all property owners developing adjacent to marine shoreline, freshwater shoreline, or floodplains are advised to do the following: -Set back buildings, utilities and roads as far as possible from surface waters(streams, rivers, lakes, marine waters), or at least 150 feet from the edge of the water -All development activities should avoid unstable slopes, wetlands, and forested areas near surface waters - Remove minimal vegetation for site development, especially large trees -Allow trees that have fallen into surface waters to remain there - Infiltrate stormwater from buildings and driveways onsite through drywells rather than discharging directly into surface waters or roadside ditches Any individual, group, or agency can bring suit for a listed species "taking," even if you are in compliance with Jefferson County development codes. The risk of a lawsuit against you can be reduced by consulting with a professional fisheries habitat biologist, and following the recommendations for site development provided by the biologist. For more information, contact the National Marine Fisheries Service in Seattle at (206)526-6613,or the U.S. Fish and Wildlife Service at(503) 231-6121.
