Ferry Advisory Committee (FAC)
Special Meeting Minutes
Wednesday March 12, 2025 at 10:00 a.m.
Jefferson County Courthouse—First Floor
Conference Room, 1820 Jefferson Street, Port
Townsend, WA (HYBRID)
Members: Chair Tom Thiersch,Adam Levin,Nicole Gauthier, Steve King,and Diana Grunow
CALL TO ORDER: Chair Thiersch called the meeting to order at 10:06 a.m. In attendance
were Members, Gauthier, King, Grunow, and Levin who joined the meeting shortly after it
began. Also in attendance was Commissioner Heather Dudley-Nollette WSF Community
and Legislative Liaison Tally Teal who joined the meeting at 10:26 a.m. Long Range Planner
for City of Port Townsend Adrian Smith. Coupeville Ferry Advisory Committee Chair Jack
Schwab. WSF Deputy Assistant Secretary John Vezina.
WELCOME NEW MEMBER: Diana Grunow: The Committee introduced themselves and
welcomed new FAC member Diana Grunow.
DISCUSSION re: New Regular Meeting Location: Due to unavailable meeting rooms, the FAC will
now be held in the First Floor Conference Room and clerk will advertise.
APPROVAL re: Regular Meeting Minutes of January 8, 2025: Member Grunowmoved to approve e
the Regular Meeting Minutes of January 8, 2025 as presented. Member King seconded the motion.
Thiersch called for a vote on the motion, and the motion carried.
PUBLIC COMMENT Thiersch opened the floor for public comments, and one comment was
received.
UPDATE FROM WASHINGTON STATE FERRIES STAFF: This was tabled until staff can
appear.
Commissioner Dudley-Nollette joined the meeting at 10:11 a.m. and introduced herself.
DISCUSSION and POTENTIAL ACTION: Port Townsend 2016 Comprehensive Plan: Member
King and Long-Range Planner of Port Townsend Adrian Smith opened up the discussion on the 2016
Comprehensive Plan sharing goals and policies. The discussion continued with the Coupeville Dock,
and Port Townsend Dock,the size of boats and their parking areas, and electrification. After discussion,
Chair Thiersch will draft a letter to be approved by the FAC at a future special meeting.
CONTINUED UPDATE FROM WASHINGTON STATE FERRIES STAFF: WSF Community
and Legislative Liaison Tally Teal joined the meeting at 10:52 a.m. and updated the Committee on the
ferry system. WSF Deputy Assistant Secretary John Vezina joined the meeting at 11:04 a.m. and
continued with the update.
PUBLIC COMMENT Thiersch opened the floor for public comments, and one comment was
received.
CONTINUED DISCUSSION and POTENTIAL ACTION: Port Townsend-Coupeville route—
alternatives to existing Long-Range Plan: Discussions continued along with the comprehensive plan.
GENERAL DISCUSSION
-Transit connections (Nicole): Member Gauthier was not present, Thiersch shared her email
to the Committee outlining route plans.
-Road work affecting terminal traffic(Steve): Member King updated the Committee on
projects and schedules.
-Tourism (Adam): Member Levin noted hopes for a good season.
- FAC Executive Committee and FAC-T meetings(Tom): Thiersch shared the schedule of
the Ferry Advisory Executive Committee and topics they discuss.
PUBLIC COMMENT: Thiersch opened the floor up for public comments, and no comments were
received.
ADJOURNMENT: Chair Thiersch adjourned the meeting at 11:28 a.m. until the next regular meeting
or special meeting as properly noticed.
