A resolution authorizing application(s) for funding assistance for a Washington Wildlife and Recreation Program
(WWRP) project to the Recreation and Conservation Office (RCO) as provided in Chapter 79A.15 RCW, Acquisition
of Habitat Conservation & Outdoor Recreation Lands.
WHEREAS, our organization has approved a comprehensive plan that includes this project area; and
WHEREAS, under the provisions ofWWRP, state funding assistance is requested to aid in fmancing the cost ofland
acquisition and/or facility development; and
WHEREAS, our organization considers it in the best public interest to complete the land acquisition and/or facility
development project described in the application;
NOW, THEREFORE, BE IT RESOL YED, that:
I. The Director of Public Works be authorized to make fonnal application to the Recreation and Conservation
Office for funding assistance;
2. Any fund assistance received be used for implementation of the project referenced above;
3. Our organization hereby certifies that its share of project funding is committed and will be derived from local
Road funds;
4. We are aware that the grant, if approved, will be paid on a reimbursement basis. This means we may only
request payment after eligible and allowable costs have already been paid and remitted to our vendors;
4. We acknowledge that any property acquired or facility developed with financial aid from the Recreation and
Conservation Funding Board (RCFB) must be placed in use for the funded purpose and be retained in such use
in perpetuity unless otherwise provided and agreed to by our organization and RCFB;
5. This resolution becomes part of a fonnal application to the Recreation and Conservation Office; and
6. We provided appropriate opportunity for public comment on this application.

Resolution Approving Application for Washington Wildlife ft Recreation
Program (WWRP) Grant Funding to the Recreation ft Conservation Office
(RCO) for the Olympic Discovery Trail - Discovery Bay Estuary Project
Statement of Issue:
The Public Works Department is completing a grant application for the Recreation and
Conservation Office's (RCO) Washington Wildlife ft Recreation Program (WWRP).The WWRP
grant request estimated at $315,000 (total project cost is $700,000) is for development and
construction of almost 1 mile of the Olympic Discovery Trail that utilizes old railroad grade
along Discovery Bay. WWRP grant funding will be leveraged by an Aquatic Lands Enhancement
Account (ALEA) grant of approximately $315,000 and approximately $70,000 in local Road
funds.
Analysis/Strategic GoalslPro's & Con's:
The RCO grant program requires that the BOCC sign a spedfically worded resolution that
authorizes Public Works to submit applications for funding. The signed resolution is a
mandatory element of the grant request and must be completed in order for the application
to be accepted by the RCO. The' resolution is compatible with the County's Strategic Goal of
seeking non-local sources of revenue. The Trail project specifically responds to the Strategic
Goal of providing for community fadlity and recreational needs, with a view to the long-term.
Fiscal Impact/Cost Benefit Analysis:
Project will be completed using $70,000 in local Road funds and $630,000 in grant funds.
Recommendation:
Approve, pass and sign the attached resolution. Return a copy of the resolution to Public
Works. .
