MINUTES
HOUSING FUND BOARD
Special Meeting — Friday, November 8, 2024 at 2:30 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368 (Hybrid)
CALL TO ORDER: Jefferson County Commissioner/Chair Greg Brotherton called the Joint Jefferson
County/City of Port Townsend Housing Fund Board(HFB) to order. The following HFB members
participated in the meeting: City of Port Townsend Councilmember/Vice Chair Amy Howard,
Commissioner/Member Kate Dean, City of Port Townsend Councilmember Neil Nelson, Member
Audrey Morford, Member Julia Cochrane, and Member Viki Sonntag.
PUBLIC COMMENT PERIOD: Chair Brotherton called for public comments, and one comment was
received.
APPROVAL OF MINUTES: Member Dean moved to approve the August 28, 2024, September 11,
2024 and October 23, 2024 meeting minutes as presented. Member Morford seconded the motion which
carried by a unanimous vote.
REVIEW AFFORDABLE HOUSING and HOMELESS HOUSING REQUEST FOR
PROPOSALS: HFB members discussed which projects they would be recusing themselves from, and
how they will make motions on their final recommendations.
Chair Brotherton reviewed the tabulated scoresheet with the Board. There is $1,400,000 available in
1590 funds (Fund 148), and $165,000 available in 5386 fund (Fund 149).
During discussion of the projects,they stated that for the Olympic Housing Trust—Dundee Hill project,
it should be a requirement to have one 60%AMI unit available written into their contract. For the
Hugging Tree Legacy—Casa Collina project,they stated they would like contract verbiage that would
make it so that they would not be able to turn it around and sell it for profit within a certain amount of
time.
Due to recusals of certain HFB members from certain projects,they took the following separate
motions:
Vice Chair Howard moved to approve a recommendation to fund the amounts shown in the table [Dove
House—Emergency Shelter $145,000, Bayside Housing—Tiny Village Operations $55,000, OWL360
Youth and Adult Housing $100,000, OlyCAP—Haines St. Cottages $95,000, Bayside Housing—
Subsidy $50,000, Hugging Tree Legacy—Casa Collina$265,000 (with contract stipulations), Dove
House—Kearny Block Hub $30,000, and Olympic Housing Trust—Dundee Hill $110,000 (with
contract stipulations). Member Cochrane seconded the motion. Chair Brotherton called for public
comments, and no comments were received. He called for a vote on the motion. The motion carried by a
unanimous vote.

Member Cochrane moved to approve the funding recommendation for OlyCAP-Caswell Brown
Village, as presented on the screen. Member Morford seconded the motion. Chair Brotherton called for
public comments, and no comments were received. He called for a vote on the motion. Members
Cochrane, Brotherton, Morford, Howard, Sonntag, and Dean voted in favor of the motion. Member
Nelson abstained. The motion carried.
Member Sonntag moved to approve a funding recommendation for the Jefferson Interfaith Winter
Welcoming Center. Member Nelson seconded the motion. Chair Brotherton called for public comments,
and no comments were received. He called for a vote on the motion. Members Brotherton, Morford,
Nelson, Howard, Sonntag, and Dean voted in favor of the motion. Member Cochrane abstained. The
motion carried.
Member Sonntag moved to approve a funding recommendation based on the slate for Habitat for
Humanity [Critical Home Repairs], as presented. Member Morford seconded the motion. Chair
Brotherton called for public comments, and no comments were received. He called for a vote on the
motion. Members Brotherton, Morford,Nelson, Cochrane, Sonntag, and Dean voted in favor of the
motion. Member Howard abstained. The motion carried.
Chair Brotherton noted that the Bayside Housing-Hadlock Housing project was not approved. He
called for public comments on their decision not to fund, and one comment was received.

NEXT STEPS: Staff will reach out to legal and applicants regarding stipulations to contracts for
Hugging Tree Legacy - Casa Collina and Olympic Housing Trust-Dundee Hill.
