HOUSING FUND BOARD
Regular Meeting — Wednesday, October 23, 2024 at 2:30 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368 (Hybrid)
CALL TO ORDER: Jefferson County Commissioner Greg Brotherton called the Joint Jefferson
County/City of Port Townsend Housing Fund Board (HFB)to order. The following HFB members
participated in the meeting: City of Port Townsend CouncilmemberNice Chair Amy Howard,
Commissioner/Member Kate Dean, and Member Morford.
PUBLIC COMMENT PERIOD: Chair Brotherton called for public comments, and one comment was
received.
APPROVAL OF MINUTES: Not addressed.
DISCUSSION re: 2025 RFPs re: Review RFP Scoring Process,Technical Questions: Chair
Brotherton reviewed the scoring spreadsheet and the RFPs with the Board. He explained that there are
three categories for funds: 5386 Operating, 1590 Development, 1590 Operational. He noted that HFB
members requested not referring to the County's Fund 148 and Fund 149 for the RFP. HFB members
reviewed scoring process, and called out for the record those HFB members that have a conflict of
interest, and which members would need to abstain from voting on a project.
Chair Brotherton reviewed Member Sonntag's technical RFP questions with the HFB. Many of the
housing providers that submitted RFPs were online and able to answer questions posed by the board.
HFB members were asked to fill out a scoresheet by Monday, October 28, 2024. Collated info will be
shared with the HFB members.
COMMITTEE UPDATES: The HFB members listened to brief updates from the subcommittees of the
Housing Fund Board. During the update for the Community Conversation Committee, Member Dean
moved to appoint Member Nelson to the Community Conversations Committee. Vice Chair Howard
seconded the motion. Chair Brotherton called for public comments on the motion, and no comments
were received. He called for a vote on the motion. The motion carried by a unanimous vote. Chair
Brotherton noted that the Funding Opportunities Committee may be dissolved at a later date.
NEXT STEPS/CLOSING REMARKS: The HFB members agreed to schedule a Special Meeting on
November 8, 2024 at 2:30 p.m.
NOTICE OF ADJOURNMENT: Chair Brotherton adjourned the meeting at 3:50 p.m. until the next
regular meeting or special meeting as properly noticed.
