MINUTES
HOUSING FUND BOARD
Special Meeting — Wednesday, September 11, 2024 at 1:00 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368 (Hybrid)
CALL TO ORDER: Jefferson County Commissioner Greg Brotherton called the Joint Jefferson
County/City of Port Townsend Housing Fund Board (HFB)to order at 1:26 p.m. The following HFB
members participated in the meeting: City of Port Townsend CouncilmemberNice Chair Amy Howard,
Councilmember/Member Neil Nelson, Member Julia Cochrane, Member Morford, and Member Viki
Sonntag.
PUBLIC COMMENT PERIOD: Chair Brotherton called for public comments, and one comment was
received.
DISCUSSION re: 2025 RFP: Application,Timeline and Funding Amounts: HFB members
discussed the 2025 RFP, Al 60% for development, A2 40% for operations, and made edits to the RFP
and application.
Vice Chair Howard excused herself for the remainder of the meeting at 2:57 p.m.
After discussion, Member Cochrane moved to approve the RFP and application, as edited today.
Member Sonntag seconded the motion. Chair Brotherton called for public comments on the motion, and
three comments were received. The comments all requested an RFP deadline of October 18, 2024.
After further discussion, Member Morford suggested that Member Cochrane withdraw her motion and
honor the requests to extend the deadline to October 18, 2024. Members Cochrane and Sonntag agreed
to withdraw the motion and second.
Member Sonntag moved to adopt the RFP and application as amended today, [with a correction in the
timeline re: deadline of October 18, 2024]. Member Cochrane seconded the motion. Chair Brotherton
called for a vote on the motion. The motion carried.
NEXT STEPS/CLOSING REMARKS: Future agenda item: policy regarding roll-over funds. Member
Cochrane commented that the Washington State Department of Commerce published the performance
measures for 2023, and the length of stay has dropped from a high of 699, to 300 days.
NOTICE OF ADJOURNMENT: Chair Brotherton adjourned the meeting at 3:23 p.m. until the next
regular meeting or special meeting as properly noticed.
