SPECIAL CONDITIONS FOR CASE BLD01-00542
1.) The application was reviewed by the Jefferson County Department of Community
Development staff on October 10, 2001 for the potential presence of Environmentally
Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC).
After an initial Geographic Information Systems mapping review and an investigative site
inspection, the following ESAs were confirmed to be present on the subject property:
Susceptible Aquifer Recharge Area; Landslide Hazard Area with PARCEL TAG
"UNSTABLE SOILS" and ESA"hit"of SLIDE on the subject property; Spotted Owl Habitat
Area; and Natural Drainage Course across property with 20-foot wide drainage easement.
2.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions
that promote rapid infiltration of recharge waters to groundwater aquifers.
3.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type,
geologic material, and groundwater that may combine to create problems with slope
stability, erosion, and water quality during and after construction or during natural events
such as earthquakes or severe rainstorms.
4.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water
quality degradation. The submitted proposal does not require additional aquifer
protection measures. However, during construction the project shall follow the Best
Management Practices (BMPs) and facility design standards as identified and defined in
the Stormwater Management Manual for the Puget Sound Basin (see attached).
5.) A geotechnical report was not required or submitted for the single family residence
building permit.
6.) Soil compaction, sampling and subgrade probing were conducted on October 24, 2001 by
General Testing Laboratories. Two 92) soil in-place density test were randomly performed
in the building footprint on the eastside fill area. Both tests had a high density and met
compaction, etc. testing criteria.
7.) A plat amendment for the purpose of removing an existing natural drainage easement and
replacing it with an easement that coincides with an installed existing 24-inch underground
storm drain pipe was approved by the Subdivision Ordinance Administrator on November
27, 2001. The underground storm drainpipe was installed in a different location than the
former natural drainage easement. The plat amendment was also approved by the Board
of Commissioners and duly recorded with the County Auditor's Office.
8.) Jefferson County determined that this proposal is categorically exempt from review under
the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i).
9.) The Washington State Department of Fish and Wildlife reviewed the potential spotted owl
use of the property. Any nest is considerably removed from the proposed project site. This
coupled with the presence of young vegetation conifer and deciduous tree species with no
established overhead canopy, therefore, it is unlikely that spotted owls would utilize the
habitat that exists onsite. The proposed single family residence will not likely have an
impact on any spotted owl habitat.
10.) The parcel is a legal non-conforming lot that is designated as Rural Residential (RR 1:5)
under the Jefferson County Comprehensive Plan Land Use Map, effective August 28,
1998.
11.) This approval is for a single family residence with attached garage only. Any future
permits on this site are subject to review for consistency with applicable codes and
ordinances and does not preclude review and conditions which may be placed on future
permits.
12.) The site plan as submitted with the building permit application on September 26, 2001 has
been reviewed for consistency under the UDC. It has been approved by Jefferson County
Department of Community Development. Any modifications, changes, and/or additions to
the approved site plan dated /26/2001 (Site Plan Approval Date of June 4, 2002) shall be
resubmitted for review and approval by Jefferson County Department of Community
Development.
13.) A convential septic system and drainfield was installed on the parcel under permit
SEP94-00427. The permit was finaled January 20, 1995.
14.) The applicant is proposing tofreate or add 6,466 square feet of impervioul"surface and
6,466 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson
County Unified Development Code requires that your proposal submit a Small Parcel
Erosion and Sediment Control Plan. The applicant submitted a Small Parcel Erosion and
Sediment Control Plan.
15.) A Small Parcel Erosion and Sediment Control Plan has been submitted and approved by
the Department of Community Development. Once the subject permit has been issued
the applicant shall fully implement the provisions of the submitted plan and contact the
Jefferson County Department of Community Development to arrange a schedule to
inspect the property for plan compliance. A Certificate of Occupancy will not be issued
until the Department verifies plan compliance. No clearing for roadways or utilities shall
occur on the project site until clearing necessary for the installation of temporary
sedimentation and erosion control measures have been completed.
16.) Maximum impervious surface area shall not exceed 25 percent.
17.) Minimum setback from Never Give Up Road right-of-way line shall be 20 feet. Minimum
side and rear yard setbacks shall be 5 feet.
18.) The building height shall not exceed 35 feet.
