Comment
Bly Windstrom submitted public comment including a letter signed which
he read, and submitted by Bly, his wife Martha and Jude Rubin and Peter
Bahls. Letter Attached.

Kees opened the floor for nominations for chair. Crystie Kisler nominated
Cindy Jayne, David Seabrook 2nd. Motion approved unanimously. Crystie
nominates Heather Dudley-Nolette as vice-chair. Dave Seabrook seconds.
Motion approved unanimously.

Review
Carol shared an update on the recent motor boat that was brought to Point
Hudson marina and sunk, and was well managed by the Port team.
Climate change in County Comp Plan
Donna reported that Jefferson County is updating comp plan by end of
calendar year, including the additional of the Climate Resilience element.
Looking at goals and policies and CAC is a lead advisory committee and
the sub-committee has reviewed initial draft of the element. Mary Ann
Rozance presented a slideshow with progress on work to date along with
draft goal and policy. This is the third check-in with the CAC. They are
getting ready to release DRAFT comp plan update goals/policy for public
review in Feb/March/April at various public sessions and then a broader
stakeholder meeting in March.
Katherine presented an overview of policy development process. Starts with
gap analysis, consolidating risks and strengths, developing new policies
using relevant frameworks, and then vetting and refining process.
Climate Element Structure includes: zoning & development, water,
ecosystems, ag & food systems, buildings, energy, emergency management,
transportation, communication and collaborations.
Discussion:
Crystie submits comment on need for a goal/policy to address inequitable zoning impacts
on vulnerable communities
Dave W comments on changing flood zones and dynamics of zoning
Carol comments with concern about flood, rivers and sea level rise, and making certain that
ag lands are covered and micro-grids related to electrical power.
Kees suggested we wait for further comments until the end.
Mary Ann shared in chat: Just a comment too- Equity is a guiding principle (and
requirement) for the development of the Climate Element. Crystie responds: I appreciate
that comment about equity as a guiding principle Mary Ann and am concerned that it gets
explicitly stated among specific zoning policies.
Consultants continued to review draft goals/policies. Ongoing comments and feedback for
goals/policies.
Agriculture: Dave W commented on the need to include carbon sequestration. Kees
proposed also including expanding agricultural capabilities in the goal.
Krista comment re Building & Energy: Question about incorporating renewable energy
policies consistent with goal stated.
Kate C. encouraged another look at all sections at ensuring “mitigation” opportunities are
named and prioritized.
Nicole brought up the Jefferson Transit climate action plan and if consultants have
reviewed it.
Heather asked a question about structure and intent of the Climate Element. Mary Ann says
this intended to be a standalone element but aspects will be cross-referenced. Lifting up
equity aspect of zoning and suggesting it gets highlighted in one place.
Crystie asked the question about where/how a Food System Security Action Plan would fit
into the planning.
Introduction to Emma Bolin, director of Port Townsend Dept. of Planning and
Community Development. Judy Surber has just retired! Adrian, long range planning, has
also been working with CAC and is seeking feedback on Climate Element— strengths,
weaknesses and opportunities for improvement. Feedback back by June into apply/qualify
for Climate Resilience grants from Commerce.
City Shoreline Master Plan Update (5) and Sea Level Rise. Grant from Dept of
Ecology. Comments on Sea Level Rise technical memo. Public update event on March
12th 5:30-7:30. Updates available on city website.

Kees highlighted the memo sent by Brent Butler of Jefferson County re the
C-PACER RFP, which requested that CAC members interested in helping
with the project can contact Brent directly.

Owen Rowe noted the city is working with all its advisory boards to define
their work plans for 2025, and update/report on it periodically, and their
2024 accomplishments, and to synchronize that with the city workplan.
Cindy noted that the plan and accomplishments was written to include both
city and county related activities.
Motion by Heather DN: Move to authorize Cindy and Crystie to revise the
workplan to add in an item related to the CAC Food System work group
plans for the year, and approve work plan with that addition. 2nd by Owen
Rowe. Motion passed unanimously.
Motion by Kees moved and Carol seconded to approve 2024 CAC

Earth
Day
Laura Tucker will present April 27th at Finnriver for Earth Day event.
Owen moved and Heather seconded to approve the presentation, motion
passed unanimously.
Work
Group
Updates
Food Systems. Heather moved and Kate 2nded a motion to approve comp
plan recommendations from CAC Food Sys group, to be sent to county
council, city council, and two planning commissions. Motion passed
unanimously.
VMT- Cindy – group has not met since the last meeting.

Forestry – The recommendation from the workgroup to the CAC was
considered. It was noted that example language was provided, but it was
recognized that the county and city will want to consider how to best
incorporate it. Motion made to by Heather, and 2nd by Crystie, to approve
the recommended input, and to authorize Cindy and Forestry working
Group to work with city and county to help develop comp plan updates that
ensure that mitigation and resiliency opportunities are reflected, such as
sustainable forestry and waste wood management practices. Motion passed
unanimously. Heather affirms planning staff perspective that streamlined
comments and specific additions and removals are appreciated.

Bly Windstorm showed appreciation for the efforts here.
Other
Updates
Carol H referenced comment about PUD and power lines as it relates to fire
danger. Heather noted the upcoming Marine Carbon Dioxide Removal
Program that is coming up, and which CAC members have been previously
notified about.
Next
Steps and
Agenda
Planning
Jefferson Transit presentation on its Climate Action Plan is being planned
for this June. Strategic framework from Kate C is planned for an upcoming
meeting.
