RCW 36.34.020 through RCW 36.34.090 outlines the statutory requirements to dispose of property. The list of equipment for surplus and sale are included in the notice. Per RCW 36.34.040, the BOCC must hold a public hearing to admit evidence for and against the sale/disposal. This agenda item is to approve the public notice only; the items to consider for surplus and sale at auction will be reviewed at the public hearing. ANALYSIS: Equipment on this list will be sold by online consignment services open to the public, including but not limited to, GovDeals, Inc. of Montgomery, Alabama. After the Board decides to surplus property,Notice of Sale will be posted as required by RCW 36.34.090 prior to items going up for sale, which will describe where potential purchasers of equipment should check for its availability online. Items declared surplus will be available at the online consignment site(s) at various times throughout calendar year 2025. Potential purchasers should check the consignment site(s)regularly to see when items become available. Specific dates and viewing opportunities will be detailed on the online consignment site(s). FISCAL IMPACT: Proceeds from items sold will be returned primarily to the Equipment Rental and Reserve (ER&R)account unless the equipment/vehicle was owned directly by an individual department. RECOMMENDATION: Approve the Hearing Notice to be published April 16 and April 23, 2025 for the hearing set for April 28, 2025 at 10:30 am in the Commissioners' Chambers (HYBRID). Whereas Clauses Adopted as Findings of Fact. The Jefferson CountyBoard of p g Commissioners hereby adopts the above"Whereas"clauses as Findings of Fact. Section 2. Certain County Equipment Declared as Surplus and Authorized to be Sold as Surplus Property. The purpose of this resolution is to declare certain County property as surplus and allow for the disposition of said property. The Board of County Commissioners: 1. Declares the equipment identified and detailed in this resolution to be surplus pursuant to RCW 36.34.050. 2 of 4 2. Directs the Public Works Department to proceed with sale of said items under the supervision of the County Treasurer per RCW 36.16.145. 3. Allows for disposal of any items not selling at auction to another department,agency, non-profit,to the recycling center, or to the Transfer Station for disposal as excess. 4. Directs the Jefferson County Auditor to remove the equipment on the attached list from the Jefferson County Equipment Inventory upon sale or disposal of said property. 5. Confirms proceeds from items sold will be returned to the fund that purchased the item. Section 3. Severability. If any section, subsection, sentence, clause, phrase of this resolution or its application to any person or circumstance is held invalid, the remainder of this resolution or its application to other persons or circumstances shall be fully valid and shall not be affected. Section 4. Effective Date. This resolution is effective upon adoption. Section 5. SEPA Categorical Exemption.
