Please be aware that each person is limited to a three-minute comment. GENERAL UPDATES 4. Planning Commission Updates 5. DCD Staff and Director Updates a. The Planning Commission review of Comprehensive Plan amendments is going to accelerate in May with the rollout of the public review draft Comprehensive Plan and Technical Appendices. You will find it helpful to familiarize yourself, again, with the current Comprehensive Plan narrative, goals, and policies at this time. PUBLIC COMMENT – GENERAL 6. Public comments: Note - regular agenda items may include public comment periods intended for that specific topic during the meeting. If you wish to provide public comment via Zoom, click on the hand icon at the bottom of the screen to “raise your hand.” The public comment period is managed by the Chair. 7. Jefferson County’s existing Fish and Wildlife Conservation Areas (FWHCA) code(JCC18.22.630) d. Proposed Fish and Wildlife Conservation Areas (FWHCA) code e. Jefferson County’s existing Geologically Hazardous Areas code(JCC18.22.530) f. Proposed Geologically Hazardous Areas code g. Jefferson County’s existing identification and mapping of critical areas code (JCC 18.22.210)and Jefferson County’s existing critical area exemptions code. (JCC 18.22.230) REGULAR BUSINESS 8. Planning Commission Bylaws Amendments – Chair Hull a. Synopsis: Proposed amendments were distributed to Planning Commissioners mid- February for review, meeting the 10-day review requirement in the Bylaws. Bylaws must be approved during a regular meeting. PC meetings during March Community Outreach Events were Special Meetings by nature of being held off-site or on days different than normal. The proposed amendments were added to the Regular Business agenda for the April 2, 2025 meeting. Not all of the Planning Commissioners had time to review the homework, so the business was tabled for April 16, 2025. DCD’s additions to Commissioner Koan’s proposed amendments were to insert references to Resolution No. 50-22, adopted on 10/24/2022, as the Board of County Commissioners established a set of Open Public Meeting Act (OPMA) Guidelines for Jefferson County, Boards, Commissions & Committees (OPMA Guidelines). Please be aware that each person is limited to a three-minute comment. Commission is subject to these OPMA Guidelines, which govern matters related to compliance with OPMA. b. Assignment: No further amendments were proposed by the PC before the currently proposed amendments were distributed. Planning Commission is to vote on the amendment proposals as distributed. c. Options & Decisions: This agenda item should just be a matter of a vote on a motion to accept the Bylaws amendments as proposed and reviewed during the requisite review period. No further suggestions have been received or entertained during the review period, so the time for further amendments has passed. If additional amendments are proposed, they may be taken up separately from this current set of proposed amendments, and at another time such as an annual retreat. 9. Critical Area Ordinance – Greg Ballard a. Synopsis: DCD staff has provided the PC with existing and proposed Fish and Wildlife Conservation Areas (FWHCA) code and existing and proposed Geologically Hazardous Areas code. staff will discuss the following: i. Existing exemptions in Jefferson County’s Critical Area code ii. Proposed code changes within Jefferson County’s FWHCA iii. Proposed code changes within Jefferson County’s Geologically Hazardous Areas b. Assignment: Read over the proposed code and provide comment and suggestions in general as well as specifically concerning the clarity of the code from a layman’s perspective. 10. ADJOURN
