Futures Fund Citizen Oversight Committee; Citizen District#3; Laurie de
Koch; Open Interest—Working Lands; Rob Harbour
STATEMENT OF ISSUE:
Tressa Linquist, of the Conservation Futures Fund Citizen Oversight Committee, was contacted by two
members, Laurie de Koch and Rob Harbour,that they would like to be reappointed to their positions on this
committee. Laurie de Koch served as a Citizen District#3 representative. Her term expired on March 29,
2025. Rob Harbour served as Open-Interest Working Lands representative. His term expired on March 18,
2025.
An advertisement was placed in the newspaper for these positions.
ANALYSIS:
The Conservation Futures Fund Citizen Oversight Committee recommends that the Board of County
Commissioners (BoCC)reappoint Laurie de Koch and Rob Harbour to another four(4)year term.
RECOMMENDATION
The Conservation Futures Fund Citizen Oversight Committee recommend that the BoCC approve the
following:
• Laurie de Koch—Four(4)year term expiring April 21, 2029
• Rob Harbour—Four(4) year term expiring April 21, 2029

District#3 Seat,Open Interest Seats
Conservation Futures Fund Citizen Oversight
Committee members make recommenda-
tions to the Board of County Commissioners
on the selection and funding of open space
projects utilizing the Conservation Futures
Fund.The Board of County Commissioners
seeks representation on the committee from
each commissioner district and a broad spec-
trum of interests.There are currently three
vacancies on the Board:one seat to repre-
sent Jefferson County Commissioner District
#3,and two seats to represent an Open Inter-
est.The committee meets approximately five
times per year,with the majority of activities
occurring in March and April.Interested indi-
viduals should send a letter or email to the

Saturday,April 12,2025 to request an ap-
plication.These are a non-paid positions.For
