SPECIAL CONDITIONS FOR CASE BLD02-00064
1.) The application was reviewed by the Jefferson County Department of Community
Development staff on February 21, 2002 for the potential presence of Critical Areas (CAs)
under the provisions of the Jefferson County Interim Critical Areas Ordinance (JCICAO).
After an initial Geographic Information Systems mapping review and an investigative site
inspection, the following CAs were confirmed to be present on the subject property: Slight
Landslide Hazard Area entire lot.
2.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type,
geologic material, and groundwater that may combine to create problems with slope
stability, erosion, and water quality during and after construction or during natural events
such as earthquakes or severe rainstorms.
3.) A Geotechnical Report was submitted January 15, 1997 in conjunction with the
subdivision application to address the landslide hazard area.
4.) The Washington State Department of Fish and Wildlife visted the site area to review
possible impacts to osprey nests. According to WDFW records, no observations of
nesting osprey were documented. WDFW recommended that the removal of snags or live
trees suitable for nesting may impact future nesting of osprey by eliminating potential
nesting structure and should be avoided. Construction during the nesting period (April 1st
through October 1st) should be avoided if a nesting pair is identified within 660 feet of the
proposed construction.
5.) The applicant is proposing to create or add 3090 square feet of impervious surface and
2842 square feet of land disturbing activities. A condition of the plat approval requires that
your proposal submit a Small Parcel Erosion and Sedimentation Control Plan.
6.) A Small Parcel Erosion and Sedimentation Control Plan has been submitted and
approved by the Department of Community Development. Once the subject permit has
been issued the applicant shall fully implement the provisions of the submitted plan and
contact the Jefferson County Department of Community Development to arrange a
schedule to inspect the property for plan compliance. A Certificate of Occupancy will not
be issued until the Department verifies plan compliance. No clearing for roadways or
utilities shall occur on the project site until clearing necessary for the installation of
temporary sedimentation and erosion control measures have been completed.
7.) Jefferson County determined that this proposal is categorically exempt from review under
the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i).
8.) This approval is for a single family residence with attached garage only. Any future
permits on this site are subject to review for consistency with applicable codes and
ordinances and does not preclude review and conditions which may be placed on future
permits.
9.) The site plan as submitted with the building permit application on February 11, 2002 has
been reviewed for consistency under the MPR. It has been approved by Jefferson County
Department of Community Development. Any modifications, changes, and/or additions to
the approved site plan date stamped February 11, 2002 shall be resubmitted for review
and approval by Jefferson County Department of Community Development.
10.) The parcel is a legal conforming lot that is designated as Single Family- 4 dwelling units
per acre (MPR-SF 4:1) under the Jefferson County Comprehensive Plan Land Use Map,
effective August 28, 1998.
11.) A Boundary Line Adjustment (EXP98-00038)was approved October 8, 1998 to enlarge
the lot by approximately 0.03 acres.
12.) Based on Section 3.107 of the Port Ludlow Master Planned Resort Code (Ordinance#
08-1004-99) accessory dwelling units shall not be allowed in the MPR-SF zone.
13.) Maximum Impervious Coverage on lot 46 shall not exceed 45 percent.
14.) Minimum setback from Timber Ridge Drive right-of-way shall be 20 feet. Minimum side
yard setback shall be 5 feet. Minimum rear yard setback shall be 5 feet.
15.) The building,height shall not exceed thirty-five (35) feet.

STORMWATER CALCULATION SHEET JEFFERSON COUNTY DCD
Pursuant to Unified Development Code section 6.7, all new development and redevelopment must conform to the standards and
minimum requirements set by the Washington Department of Ecology Stormwater Management Manual for the Puget Sound Basin
(SMM). For specific information regarding the stormwater minimum requirements refer to UDC section 6.7. Generally, the
minimum requirements and thresholds for developing specific plans are as follows:
• Small Parcel Erosion and Sediment Control Plan—Generally, this is required for all development that (1)creates or adds
less than 5,000 square feet of impervious area; (2)the construction of individual detached single-family residences,accessory
dwelling units, or duplexes creating or adding more than 3,000 sq/ft but less than 5,000 sq/ft of impervious surface; and (3)
land-disturbing activities of 10,000 sq/ft or more but less than one acre.
• Large Parcel Erosion and Sediment Control Plan (prepared by a licensed engineer)—Generally, this is required for all
development that includes: (1) the creation or addition of 5,000 or more sq/ft of impervious surface; and (2) land disturbing
activities of one acre or more. If this is required you should contact a licensed engineer.
• Permanent Storrnwater Quality Control Plan—Generally, this is required for all development that(1)creates or adds less
than 5,000 sq/ft of impervious surface that covers more than 50%of the site;and (2)the creation or addition of 5,000 or more
sq/ft of impervious surface Ncn land disturbing activities of less than one acre.
• Stormwater Site Plan — Generally, this is required for all development that includes: (1) the preparation of a Large Parcel
Erosion and Sediment Control Plan; and (2) redevelopment of 5,000 or more sq/ft of impervious surface; and (3)when the
specific conditions contained in UDC section 6.7.5(b)apply.

2. Describe how disturbed areas will be permanently stabilized (seeded, landscaped, apply gravel base
to roadways, etc.)
Areas that are disturbed will be landscaped with natural type
vegetation and lawn to property line.

3. Describe how runoff from impervious surfaces will be controlled (disperse to vegetated areas to
infiltrate, dry well, infiltration trench, route runoff to existing drainage facilities, etc.).
All impervious surfaces will be run to roof drains and/or catch
basins as designed into the plat requirements.

4. Specify your construction sequence. Describe the timing of all land disturbing activities (clearing
and grading, construction, installation of drainage facilities, landscaping, etc.) and Best
Management Practices. Describe proposed maintenance of BMPs.
After excavation the soil piles will be covered and silt fence will
be installed. Silt fence will be left in place until we are ready to
landscape and all roof drains/catch basins are in. Landscaping will be
installed as early as possible on the exterior of the building when all
exterior concrete work is completed.
The Best Management Practices proposed above will be implemented to control erosion, sediment, and
storm ff I will notify the Permit Center for inspections as required.
