The application was reviewed by the Jefferson County Department of Community Development staff on January 4, 2002 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code(UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: SUSC Aquifer Recharge, flood, seismic, osprey. 2.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 3.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 4.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 5.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin. 6.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 7.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 8.) The parcel is designated as RR 1:5 under the Jefferson County Comprehensive Land Use Map effective August 28, 1998. 9.) This parcel was created through the Snow Creek Ranch subdivision on September 7, 1962. 10.) Total impervious surface coverage shall not exceed 25% of the lot. Impervious surface includes driveways, rooftops, concrete, etc. 11.) A minimum of two (2) on-site parking spaces shall be provided for the single family residence. 12.) The building height is not to exceed 35 feet. 13.) Minimum setback from Mountain View Drive is 20 feet. Minimum side and rear setbacks shall be 5 feet. 14.) Mountain View Drive is a private road (P108) and does not require a road approach permit. 15.) A Septic Permit(SEP92-00207) was finaled on 6/2/92 for a two (2) bedroom system. 16.) The applicant submitted a Flood Elevation Certificate prepared by Michael J Coker dated 2/19/02. The finished top of the bottom floor elevation for the proposed residence shall be set at or above the reference elevation of 212.1 feet(NADV88 Datum). The reference elevation of 212.1 feet(NAVD88 Datum) was established on top of a spike and cap set by Tillman Engineering on February 15, 2002, and is located at the existing roadway surface elevation along the westerly edge of Mountain Biew Drive as it currently exists. Said spike and cap lies easterly of said Lot 109 is located approximately midway between the northeast and southeast corners of said lot. 17.) Flood proofing measures are to be used as required by the Jefferson County Flood Damage Prevention Ordinance. 18.) All new construction shall use construction methods which minimize flood damage. 19.) New construction shall have the lowest floor elevated to at least one foot above base flood elevation. • 20.) Fully enclosed areas below we lowest floor that are subject to flooding argkohibited unless designed to automatically equalize hydrostatic flood forces on exterior walls by allowing for the entry and exit of floodwater. Designs for meeting this requirement must either be certified by a registered professional engineer or architect or must meet or exceed the following criteria: a. A minimum of two openings having a total net area of not less than one square inch for every square foot of enclosed area subject to flooding shall be provided. b. The bottom of all openings shall be no higher than one foot above grade. c. Openings may be equipt with screens, louvers, or other coverings or devices provided that they permit the automatic entry and exit of floodwater. 21.) All new construction shall: a. be anchored to prevent flotation, collapse, or lateral movement of the sturcture. b. be constructed with materials and utility equipment resistant to flood damage and potential damage to adjacent properties. c. be constructed using methods and practices that minimize flood damage. d. have structural components capable of resisting hydrostatic and hydrodynamic loads and the effects of buoyancy. e. electrical, heating, ventilation, plumbing, air-conditioning equipment, and other service facilities shall be designed and/or otherwise elevated or located so as to prevent water from entering or accumulating within the components during conditions of flooding. 22.) Flood proofing of structures shall be provided by one or more of the following methods: a. Landfill: (Note: Landfills are not permitted in the floodway.)The placement of fill may be utilized to elevate the structure and must comply with the standards and policies of the Jefferson County Shoreline Master Program, if applicable. b. Pole, pier or piling construction: The use of poles, piers, or piles for the foundation of the structure may be used to allow the unrestricted flow of flood waters during periods at a base flood. The lowest floor must be one foot above the base flood level. c. Parallel Foundation Walls: Foundation walls may be designed and constructed to provide open spaces through which water can flow unrestricted to equalize pressure. In velocity flood situations, it is important that all foundation walls be parallel to the flow of the floodwaters. d. Extended Foundation Walls and Basements: (Note: Extended foundation walls and basements are not permitted in the floodway.) The lowest habitable floor of a residence may be constructed on foundation walls that extend above grade to one foot above the height of the base flood provided that residential construction complies with the requirment of Section 5.101(2), "Residential Construction," regarding the design of enclosed areas. 23.) Utilities shall be designed as specified in Section 5.20 of Ordinance No. 18-1120-95. 24.) Per the Flood Elevation Certificate prepared by Michael J Coker dated 2/19/02, the finished top of the bottom floor elevation for the proposed residence shall be set at or above the reference elevation of 212.1 feet(NADV88 Datum). 25.) A zoning permit (ZONO2-00001) for a Site Plan Approval Advance Determination (SPAAD) was issued February 13, 2002. 26.) The site plan as submitted with the building application on February 19, 2002 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated March 21, 2002 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 27.) This approval is for a mobile home only.
