The application was reviewed by the Jefferson County Department of Community Development staff on April 3, 2002 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Bald Eagle Nest. 2.) Based on a phone call from Shelly Ament of WDFW regarding review for eagle nest and related potential impacts the area eagle nest is more than 1/4 mile from the site and therefore no conflict. There is no eagle plan required. 3.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 4.) The parcel is a legal non-conforming lot that is designated as Rural Residential (RR 1:5) under the Jefferson County Comprehensive Plan Land Use Map, effective August 28, 1998. 5.) This approval is for a single family residence only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 6.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 7.) The parcel is a legal non-conforming lot that is designated Rural Residential (RR 1:5) under the Jefferson County Comprehensive Plan Land Use Plan Map effective 8/28/98. 8.) The site plan as submitted with the building permit application on March 14, 2002 has been reviewed for consistency under the UDC. It has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the approved site plan date stamped April 10, 2002 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 9.) A building permit application (BLD02-00142)for a detached garage on the subject property was applied for on March 14, 2002 and is pending. 10.) For the purposes of complying with the County's building and land use codes and ordinances, as well as the Health District's minimum land area for issuance of an on-site sewage permit per WAC 246-272, the Owner(s) desire to treat all of the above-described property as one building tract, and in particular, desires to do so for the purpose of constructing a Single-Family Residence utilizing an individual on-site sewage disposal system, as required by county code and/or state regulations. The applicants filed an excuted Declaration of Restrictive Covenant on April 9, 2002 under Auditor's File Number 454575. 11.) Maximum Impervious Surface Area shall not exceed 25 percent of the property area. 12.) Minimum setback from Kruse Street right-of-way line shall be 20 feet. Minimum side and rear yard setbacks shall be 5 feet. 13.) The building height shall not exceed 35 feet. 14.) The applicant is proposing to create or add 4,941 square feet of impervious surface and 5000 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal submit a Small Parcel Erosion and Sediment Control Plan. The applicant submitted a Small Parcel Erosion and Sediment Control Plan with the application. 15.) There are no approved stormwater facilites for this plat. Runoff may be directed to the road ditch. HOWEVER, no pipes or curtain drains may be constructed within the Kruse Avenue right-of-way without a permit fro th Depart ent of Public Works. ACKNOWLEDGED BY IL L Q.,� J .. Contractor or Owner. 16.) A Small Parcel Erosion and Sedimer Contro Plan has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 17.)
