The application was reviewed by the Jefferson County Department of Community Development staff on March 27, 2002 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Wetlands, Fish & Wildlife, Suburban Shoreline. 2.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act (SEPA) pursuant to WAC 197-11-800(1)(b)(i). 3.) Maximum lot coverage is not to exceed 25%. Pre-existing legal lots of record less than one acre in size in Rural Residential Districts are subject to the stormwater requirements (BMP's) and must meet the "Area of Impervious Surface Coverage" to the maximum extent practicable as determined by the Administrator. The total impervious surface calculation submitted with the building application is 3,732 sq/ft. The impervious surface coverage of 28% is deemed to meet the "Area of Impervious Surface Coverage" to the maximum extent practicable. 4.) Minimum setback to Margaret St is 20 feet. Minimum side setbacks are 5 feet. Minimum shoreline setback is 50 feet. 5.) The building height is not to exceed 35 feet. 6.) A minimum of two (2) on-site parking spaces are required for the single family residence. 7.) Margaret St (C514209) is a county local access road. The road approach is existing. The property address is 61 Margaret St. 8.) The parcel was created through the Second Shine Plat recorded September 8, 1959 under Long Plats, vol 4, p 19. Second Shine Plat was amended and recorded March 29, 1990 under Long Plats, vol 6, p128-129. Lot 1 is exempted from the protective covenants on the face of the Amended Second Shine Plat as it was an addition in size to the numbered lots of Shine Plat. 9.) This parcel has been designated as RR 1:5 under the Jefferson County Comprehensive Plan Land Use Maps effective August 28, 1998. 10.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 11.) A septic permit(SEP78-00028) was finaled March 8, 1979 for a two bedroom system. This application was reviewed for on-site sewage and approved 12.) Jeff Davis of Washington Department of Fish & Wildlife commented ono the application on April 3, 2002 that the proposed addition would not be in conflict with Fish & Wildlife so long as no mature conifers would be removed. 13.) PRIMARY SYSTEM IS LOCATED UNDER EXISTING GARAGE. BEFORE FINAL CERTIFICATE OF OCCUPANCY ON THIS BUILDING PERMIT, EXISTING TRENCHES MUST BE EXCAVATED 10' FROM FOUNDATION AND BACKFILLED WITH MINIMUM OF 3' BENTONITE DAM PLACED IN EACH TRENCH.
