The application was reviewed by the Jefferson County Department of Community Development staff on March 27, 2002 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: SUSC Aquifer Recharge. 2.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 3.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin. 4.) This parcel has been designated as RR1:5 under the Jefferson County Comprehensive Land Use Maps effective August 28, 1998. 5.) Sequim Place (P157) is a private road. An address of 50 Sequim Place has been assigned to the parcel. 6.) Maximum lot coverage is not to exceed 25%. 7.) Minimum setback from Sequim Place is 20 feet. Minimum side and rear setbacks are 5 feet. Per Cape George Colony Div 7 Plat, "No houses or buildings shall be constructed at a distance closer than twenty-five feet from the front of any lot, tract or parcel except where the contour of the ground prohibits such a setback." 8.) The building height is not to exceed 35 feet. 9.) This parcel was created through the Cape George Colony Div 7 subdivision recorded May 4, 1964. 10.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 11.) A septic permit(SEP90-00526)was finaled on 8/29/90 for a two (2) bedroom system. A building permit(BLD90-00431)was issued on 6/28/90 for a detached garage. A building permit(BLD90-00470)was issued 7/12/90 for a modular home. A building permit (BLD90-00777) was issued 11/21/90 for a woodstove. A building permit(BLD97-00249) was finaled 6/27/97 for a propane tank installation. A building permit(BLD97-00323)was finaled 8/11/97 for a new roof dormer. 12.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 13.) The site plan as submitted with the building application on March 21, 2002 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated April 1, 2002 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 14.) This approval is for a residential addition only.
