STATEMENT OF ISSUE:
Jefferson County Public Health (JCPH) seeks Board approval of a Memorandum of Understanding with
Olympic Peninsula Health Services (OPHS) to provide telehealth-based Medications for Opioid Use Disorder
(MOUD). This partnership aims to expand access to treatment for individuals engaged in JCPH's harm
reduction program, offering seamless referrals and support for people with opioid use disorder.
ANALYSIS/STRATEGIC GOALS/PROS and CONS:
This collaboration enhances JCPH's harm reduction efforts by integrating evidence-based treatment,
improving care coordination, and reducing barriers to MOUD services. Telehealth increases accessibility,
supports recovery, and strengthens opioid use disorder management. Key advantages include expanded
treatment access, improved health outcomes, and a data-driven approach. Challenges include potential
telehealth access issues and the need for strong interagency coordination. This partnership represents a
strong step in improving access to opioid treatment services and supporting public health efforts in Jefferson
County.
FISCAL IMPACT/COST BENEFIT ANALYSIS:
There is no charge for this service. There is no fiscal impact.
RECOMMENDATION:
JCPH management requests approval of this Memorandum of Understanding from upon signature until
terminated by either party.

MEMORANDUM OF UNDERSTANDING
Between Jefferson County Public Health and
Olympic Peninsula Health Services
This Memorandum of Understanding (MOU) is entered into between Jefferson County Public
Health (JCPH) and Olympic Peninsula Health Services (OPHS)to establish a partnership in
providing telehealth-based Medications for Opioid Use Disorder(MOUD) to JCPH harm
reduction participants.
WHEREAS, JCPH operates harm reduction services, including syringe exchange, education, and
referrals, to support individuals who use substances in Jefferson County;
WHEREAS, OPHS provides telehealth services for the treatment of opioid use disorder,
including the prescription of MOUD;
WHEREAS, both JCPH and OPHS share a commitment to reducing the harms associated with
opioid use and expanding access to evidence-based treatment options;
NOW, THEREFORE, IT IS MUTUALLY AGREED THAT:
1. JCPH Responsibilities:
o Identify and connect eligible harm reduction participants with OPHS for MOUD
services.
o Provide participants with necessary screening forms and facilitate access to
technology for telehealth appointments as needed.
o Offer harm reduction education, including safer use practices and risk reduction
strategies,to individuals referred for MOUD services.
o Collaborate with OPHS to ensure smooth referrals and communication regarding
participant needs and engagement.
2. OPHS Responsibilities:
o Provide telehealth-based MOUD services, including assessment,prescribing, and
follow-up care for eligible participants referred by JCPH.
o Ensure access to providers qualified to prescribe buprenorphine and other
approved MOUD treatments.
o Offer coordination of care and referrals to additional support services as
appropriate.
o Maintain compliance with all applicable laws, regulations, and best practices for
telehealth MOUD services.
3. Joint Responsibilities:
o Maintain regular communication to address challenges, improve service
coordination, and evaluate program effectiveness.
o Share relevant, de-identified data to assess the impact of the partnership and
inform service improvements.
o Ensure culturally competent and trauma-informed care approaches are integrated
into all participant interactions.

4. Term and Termination:
o This MOU will remain in effect until modified or terminated by either party.
5. Confidentiality:
o Both parties agree to comply with all applicable confidentiality laws, including
HIPAA, in handling participant information.
6. Notices:
o All notices or other communications which any party desires or is required to give
shall be given in writing and shall be deemed to have been given if hand-
delivered, sent by facsimile, email, or mailed by depositing in the United States
mail, prepaid to the party at the address listed below or such other address as a
party may designate in writing from time to time.
o Notices to the County shall be sent to the following address:
