The application was reviewed by the Jefferson County Department of Community Development staff on May 2, 2002 for the potential presence of Critical Areas (CAs) under the provisions of the Jefferson County Interim Critical Areas Ordinance (JCICAO). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following CAs were confirmed to be present on the subject property: Great Blue Heron Colony and Slight Landslide Hazard (level 1). 2.) During SEPA environmental review for the plat of Timberton Village, Washington State Department of Fish and Wildlife Area Habitat Biologist Tim Rymer conducted a field evaluation to determine the presence of a fish and wildlife habitat area on the subject property. Mr. Rymer and other Department of Fish and Wildlife personnel concluded that the suspected Great Blue Heron rookery was not located as mapped in the Jefferson County Critical Areas Ordinance, but, that it was in fact located in the NE Quarter of the NW Quarter of Section 20, Township 28 North, Range 1 East, which is approximately 1/2 mile south of the project site. 3.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 4.) A geotechnical report was not required or submitted for the single family residence with attached garage. The applicant submitted a "Summary Letter"from GeoResoucces concerning compliance with the geotechnical report dated January 15, 1997 for the Timberton Village III plat. The"Summary Letter" confirmed that the proposal is consistent with the requirements of final plat approval related to"Geotechnical Report". 5.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act (SEPA) pursuant to WAC 197-11-800(1)(b)(i). 6.) The applicant is proposing to create or add 3143 square feet of impervious surface and 2755 square feet of land disturbing activities. Plat conditions and Section 4.2 of the Jefferson County Stormwater Management Ordinance requires that your proposal submit a Small Parcel Erosion and Sediment Control Plan. The applicant submitted a SPESCP. 7.) A Small Parcel Erosion and Sediment Control Plan has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 8.) The parcel is a legal conforming lot that is designated Single Family - 4 Dwelling Units Per Acre [MPR-SF 4:1 j under the Jefferson County Comprehensive Plan Land Use Map effective August 28, 1998. 9.) The subject residential lot[62j was created through the subdivision established as Timberton Village, Phase III, Case#SUB95-00005, recorded August 2001. 10.) This approval is for a single family residence with attached garage only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 11.) The site plan as submitted with the building permit application on April 12, 2002 has been reviewed for consistency under the MPR Code. It has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated May 2, 2002 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 12.) In the event archaeological items are discovered during construction, builders and lot owners shall observe the protocol explained on the face of the final plat of Timberton Village Phase III. 41111 • 13.) Any disturbance of vegetation in any area with a combination of slopes greater than 15 percent with impermeable or slowly impermeable soils, ground water seepage, or potentially unstable slopes the following applies a) existing vegetation in these areas shall remain in an undisturbed condition; b) if the area is unvegetated due to a previous disturbance, immediate efforts to provide a persistent native vegetative cover to prevent erosion or hazard;and c) in order to minimize impacts to environmentally sensitive areas and on-site vegetation, authorized clearing shall be designed to minimize impacts to soil and understory vegetation by providing for sequencing and staging where appropriate. 14.) Construction within this plat may be subject to truck route and work hour restrictions designated and enforced by Jefferson County Department of Public Works. 15.) For the development of lots within this plat, a road approach permit shall be obtained from the Jefferson County Department of Public Works, and all construction shall conform to Jefferson County standards. 16.) Based on Section 3.15 [Bulk and Dimensional Requirements] of the Port Ludlow Master Planned Code, maximum Impervious Surface Area on lot 62 shall not exceed 45 percent. 17.) Based on Section 3.105 [bulk and dimensional requirements] of the Port Ludlow Master Planned Resort Code, minimum setback from Timber Heights Drive Right-of-Way line shall be 20 feet. Minimum side and rear yard setbacks shall be 5 feet. 18.) Based on Section 3.104 [Height Restrictions]of the Port Ludlow Master Planned Resort Code, the building height shall not exceed 35 feet. 19.)
