The application was reviewed by the Jefferson County Department of Community Development staff on 5/8/02 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Susceptible Aquifer Recharge Area. 2.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 3.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 4.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin (see attached). 5.) The applicant is proposing to create or add 520 square feet of impervious surface. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal adhere to Best Management Practices (BMPs) to control sedimentation and erosion on the subject property. 6.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 7.) The site plan as submitted with the building application on 4/18/02 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated 6/5/02 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 8.) The proposal will be constructed utilizing two seperate legal lots of record (lots 1 &2) of Phillips Addition. The applicant has filed a Declaration of Restrictive Covenant to construct across the lots. The document was filed under Auditors File No. 456604. 9.) The proposed structure will be placed on an vacated easement. The Jefferson County Dept. of Public Works found the easement underwent a standard vacation and was vacated on 7/23/79. 10.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined by the amount of impervious surface which includes concrete, roof tops, driveways, etc. 11.) Cedar Avenue is classified as a local access road and requires a minimum 20-foot front yard setback from the road. The side and rear lot lines shall be a minimum 5-feet. All setbacks shall be measured from the lot lines to the proposed development. 12.) The building height is not to exceed 35 feet. is\F_BLD_Permit_Bu ildng.rpt 10/29/19 ILDING PERMIT APPLICAAN ML 210 Revviewiew Ty I Jefferson County Department of Community Development 621 Sheridan Street Port Townsend, WA 98368 PERMIT #: BLD02-00224 Received Date: 4/18/2002 SITE ADDRESS: 360 CEDAR ST PORT HADLOCK, 98339 OWNER: PHYLLIS L OLSON PHONE: (360)385-3045 GEORGE L OLSON PO BOX 296 PORT HADLOCK WA 98339-0296 SUBDIVISION: PHILLIPS ADDN TO IRONDALE Block: 13 Lot: 1-12 PARCEL NUMBER: 986401301 Section: 2 Township: 29 N Range: 01 W CONTRACTOR: KATSIKAPES INTERPRISES INC PHONE: (360)385-7351 241 CHIMACUM CREEK DR PORT HADLOCK WA 98339 Contractor's License KATSIEI033CJ Expires 3/12/2004 REPRESENTATIVE(S): HAZLI KATSIKAPES H K CONSTRUCTION 241 CHIMACUM CREEK DR PORT HADLOCK WA 98339 PROJECT DESCRIPTIOI POLE BUILDING / GARAGE TYPE OF WORK GAR SQUARE FOOTAGE: TYPE OF IMP NEW MAIN: VALUATION 8,372.00 ADD'L: HEAT TYPE: UH CODE EDITION: 1997 HEAT BASE: HEAT TYPE: OCCUPANCY: OCCUPANCY: UNHEATED: #OF STORIES: CONST TYPE: OTHER: SHORELINE: CONST TYPE: GARAGE: 520 SETBACK: DECK: BANK HEIGHT: SEWAGE DISPOSAL: WATER SYSTEM: PARCEL TAGS: YES NO BEDROOMS: BATHROOMS: STORMWATER: YES NO AREA Exist: Exist: Wetland Erosion Prop: Prop: Seismic Streams Total: Total: Flood Way Floodplain Routing Date: F&W Landslide Shoreline Aquifer Forest: Commercial Rural •ype Amount Paid By: Date: Receipt: A popgingli/D_Ite_'ermit $167.25 MAM 04/18/02 46463 tJH E D Ian Check $108.71 MAM 04/18/02 46463 LJ tate Building Code $4.50 MAM 04/18/02 46463 JUN 2 1 2002 Total: $280.46 Jefferson County Planning 11 & Building Department 1/00171-r sd Jefferson Coundlepartment of Community Development 1„,soN co Ill.. ) 7i1 621 Sheridan Street, fft Townsend WA 08368(360)37 -8 4d50 .,t-, __`,‘``si li L IR 1 .4(1 ,,_11 t.---_., p o o 4.
