Subject: Discussion of the Jefferson County Recreation Program
Statement of Issue:
Jefferson County Parks and Recreation has offered a public community recreation program since the
early 1970s. Chris Macklin has commendably led the program since 2006. Samantha Miller, new half-
time Lead Recreation Supervisor team member joined the recreation team in June of 2024. Staff will
present a summary of the current recreation program.Time will be allotted for questions and
discussion.
Analysis/Strategic Goals/Pro's&Cons:
The goal of the Recreation Program is to produce consistent, high quality, and affordable recreational
opportunities for the entire East County Region. Major programs include the Rec Center, Fall Youth
Soccer,Jr. Hoops Basketball, Beginner Sports, Girls Basketball Clinic,Spring Soccer,Youth Basketball
Camp, 18+Coed Softball League, and 18+Coed Recreational Soccer.
Fiscal Impact/Cost Benefit Analysis:
The 2025 Recreation Program expenditure budget is$326,994.The Recreation Program fee revenue
projection is$61,050. General program benefits include increased physical and mental health, a
stronger community across the East County Region, enhanced youth engagement, support for families
and workers, and improved public safety and security. The Recreation Program strategically emphasizes
partnerships rather than attempting to fulfill every niche and need independently. Partnerships include
the YMCA,the City of Port Townsend, four school districts, private instructors, and youth sports clubs.
