Veteran’s Advisory Board
SPECIAL MEETING MINUTES
December 14, 2022
Members present:
Gary Lane, Port Townsend American Legion John Voelker, Port Hadlock VFW
Cindy Okinczyc, Officer at Large Bill Stephens, Quilcene VFW
Absent:
No appointee, Brinnon VFW
Member Gary Lane called the meeting to order at 1:03 p.m. after establishing a quorum.
Approval of Minutes: The December 18, 2021 Special meeting minutes were reviewed. Member Okinczyc moved to
approve the minutes as presented. Member Stephens seconded the motion. The motion carried.
Election of Officers for 2023: After discussion, Clerk Gallaway proposed a slate of 2023 Officers as follows:
Gary Lane – President
Bill Stephens – Vice President
John Voelker or Port Hadlock VFW appointee – Secretary/Treasurer
Cindy Okinczyc – Officer at Large
Paul Cahill – Alternate Officer at Large
Member Lane moved to approve the slate as presented. Member Okinczyc seconded the motion. The motion carried.
Appeals Board Appointment: After discussion, Member Okinczyc moved to appoint John Voelker or Port Hadlock
VFW appointee and Paul Cahill to the Appeals Board. Member Lane seconded the motion. The motion carried.
Status Report on the Veteran’s Relief Fund: Clerk Gallaway reported on the expenditures and fund balance of the
Veteran’s Relief Fund and provided documentation.
Closing Remarks/Next Steps: The VAB members discussed holding a meeting in the future to discuss increasing gas
voucher limits, annual amount limits, more outreach, review policy, and recruitment of more Service Officers and
Veterans for the Advisory Board and weekly Veteran meetings.
MEETING ADJOURNED: Member Lane thanked everyone in attendance and adjourned the meeting at
1:40 p.m.
