The application was reviewed by the Jefferson County Department of Community Development staff on 5/08/02 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Landslide Hazard Area (Type III) Seismic Hazard Area, and Susceptible Aquifer Recharge Area. 2.) A Geotechnical Report was submitted in conjunction with this application. The report addressed the stability of the geologic hazard area. A setback of 25-feet shall be measured perpendicularly from the top or toe of the geologic hazard to the proposed single family dwelling. 3.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 4.) Buffers are areas that shall be maintained in their natural condition, however, minor pruning or alteration of vegetation may be permitted as long as the function and character of the buffer are not diminished. 5.) Among the native conifer species which may be used in buffers or for re-vegetation include, but are not limited to: Grand Fir(Aibes grandis), Sitka Spruce (Picea Sitchensis), Shore Pine (Pinus Contorta), Douglas Fir(Pseudotsuga Menziesii), Western Red Cedar (Thuja Plicata), and Western Hemlock (Tsuga Heterophylla). Among native tree species which may be used includes: Vine Maple (Acer Circinatum), Big-Leaf Maple (Acer Macrophyllum), Red Alder(Alnus Rubra), Pacific Madrone (Arbutus Menziesii), Quaking Aspen (Populus Tremula), Black Cottonwood (Populus Trichocarpa), Bitter Cherry (Prunus Emarginata), Oregon White Oak(Quercus Garryana), Cascara (Rhamnus Purshiana), Pacific Willow(Saliz Lasiandra), and Scouler's Willow (Saliz Scouleriana). Among the native shrub species which may be used are: Sevice-Berry (Amalanchier Alnifolia), Red Osier Dogwood (Cornus Stolonifera) Salal (Gaultheria Shallon), Ocean Spray (Holodiscus Discolor), Indian Plum (Oemlaria Cerasiformis), Pacific Ninebark (Physocarpus Capitus), Red Flowering Currant(Ribes Sanguineum), Wild Rose (Rosa Nutkana), Swamp Rose (Rosa Pisocarpa), Willows (Salix ssp.), Red Elderberry (Sambucus Racemosa), Snowberry (Symphoricarpos Albus), Evergreen Huckleberry (Vaccinium Ovatum), Red Huckleberry (Vaccinium Parvifolium). 6.) A vegetative buffer of 15-feet shall be permanently maintained from the top or edge of the Landslide Hazard Area. All buffers shall be measured perpendicularly from the top of the Landslide Hazard Area. The reduction from the standard 30-foot buffer was requested and approved by the Department of Community Development. This request included a geotechnical report and revegetation plan which will be implemented. 7.) Landslide Hazard Areas and their associated buffers shall remain naturally vegetated. Should buffer disturbance occur during construction, the Unified Development Code (UDC)Administrator shall require replanting with native vegetation. No alterations shall be made to the Landslide Hazard Area or its associated buffer without prior authorization by the UDC Administrator. 8.) Prior to and during approved construction activities, the perimeter of the landslide hazard area buffer shall be marked with a temporary sign. The sign shall be placed in such a manner that it can be directly observed from the construction area. The sign shall contain the following statement: "Landslide Hazard Area and Buffer- Do not Remove or Alter Existing Vegetation." 9.) All construction activities shall not encroach upon the buffer. This includes the storage or preparation of materials. 10.) The applicant shall permanently separate the boundary of the Landslide Hazard Area Buffer from the remainder of the subject property through installing logs, trees, a hedge row, or any other prominent physical marking approved by the UDC Administrator. 11.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 12.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 13.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin (see attached). 14.) The applicant is proposing to create or add 1,728-square feet of impervious surface. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal adhere to Best Management Practices to control sedimentation and erosion on the subject property. 15.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 16.) The site plan was submitted with the building permit application on May 8, 2002 was revised on 6/17/02 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated 6/17/02 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 17.) This approval is for a single family dwelling only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 18.) The applicant shall adhere to all of the conditions submitted through the Geotechnical report and subsequent 6/17/02 addendum. 19.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined by the amount of impervious surface which includes driveways, sidewalks, concrete, roof tops, etc. 20.) The building height is not to exceed 35 feet. 21.) Foxglove Lane is classified as a Private Road and thus required to maintain a minimum 20-foot front yard setback. The side lot lines require a minimum 5-feet. The rear lot line shall be larger per the geohazard areas. is\F_BLD_Permit_Buildng.rpt 10/29/19 0 BUILDING PERMIT APPLIGATION MRLAAN0200264 Type:I Jefferson County Department of Community Development . 621 Sheridan Street Port Townsend, WA 98368 ( PERMIT #: BLD02-00270 Received Date: 5/8/2002 SITE ADDRESS: 220 FOXGLOVE LN QUILCENE, 98376 OWNER: JANIS L DAUBENSPECK PHONE: (206)527-8321 SHANNON L SEXSON JTWROS 537 NE 82ND ST SEATTLE WA 981 1 5-41 55 SUBDIVISION: Block: Lot: T 18 PARCEL NUMBER: 601321017 Section: 32 Township: 26 N Range: 01 W CONTRACTOR: SEAHOME SERVICES, INC PHONE: (360)765-3749 7425 THORNDYKE RD QUILCENE WA 98376 Contractor's License SEAHOSI077KS Expires 11/17/2003 REPRESENTATIVE(S): PROJECT DESCRIPTION SINGLE FAMILY RESIDENCE TYPE OF WORK RES SQUARE FOOTAGE: TYPE OF IMP NEW MAIN: 400 VALUATION 100,000.00 ADD'L: 572 HEAT TYPE: PRO CODE EDITION: 1997 HEAT BASE: HEAT TYPE: OCCUPANCY: R-3 OCCUPANCY: UNHEATED: #OF STORIES: CONST TYPE: 5N OTHER: 64 SHORELINE: CONST TYPE: GARAGE: SETBACK: DECK: BANK HEIGHT: SEWAGE DISPOSAL: OSS WATER SYSTEM: PWELL PARCEL TAGS: YES NO BEDROOMS: BATHROOMS: STORMWATER: YES NO AREA Exist: Exist: Wetland Erosion Prop: 1 Prop: 1 Seismic Streams Total: 1 Total: 1 Flood Way Floodplain Routing Date: F&W Landslide / Shoreline Aquifer Forest: Commercial Rural Type Amount Paid Bv: Date: Receipt: Approved/Date Permit $993.75 MAM 05/08/02 47614 APPR( \/E Plan Check $645.94 MAM 05/08/02 47614 ✓ v L State Building Code $4.50 MAM 05/08/02 47614 JUN 1 7 2002 Potable Water Application $50.00 MAM 05/08/02 47614 Jefferson County Planning Total: $1,694.19 (Ar & Building Department ---") IDtet et Ie t NIII 821 Street,Pit TeMtoeeei WA [38Q1578-4450 Fermat A \t,74,0).-&,-04, ??11 0 coy 0 0 vt ...7,...44,17„161)./ Project Description: Buil 'rig Type: Pro'ect Type: F < e Type: Single Family New V Wood Garage Attached/Detached Addition 0 Steel ❑Modular 0 Alteration/Remodel ❑Concrete ❑Commercial 0 Repair ❑Masonry ❑Multi-family/#of Units ❑Demolition 0 Other: 0 Industrial ❑Other.
