The application was reviewed by the Jefferson County Department of Community Development for the presence of Environmentally Sensitive Areas (ESAs). The Department conducted a review and has concluded that the property DOES NOT contain Environmentally Sensitive Areas. However, future proposals will be subject to a new ESA review and conditions may be added if new ESAs are found on the property. 2.) The project components are more than 250'from the mapped/identified wetland. The requirement for a wetland delineation and report is waived based on maintenance of a 225' buffer from the wetland per UDC Table 3-3. 3.) Department of Community Development staff conducted a site visit on June 27, 2002 and determined the parcel is located more than 300 feet from the wetlands boundary and Type 1 Stream (Chimacum Creek). 4.) This parcel has been designated as Rural Residential 1:5 under the Jefferson County Comprehensive Plan Land Use Maps effective August 28, 1998. 5.) E Arden St(C675609) is a county local access road. The application (RAP02-00145) through Jefferson County Department of Public Works for opening the right of way and a road approach was approved by the Jefferson County Board of County Commissioners August 26, 2002. An address of 143 E Arden St was assigned to the parcel. 6.) The applicant is proposing to create or add 1,344 square feet of impervious surface and 1,510 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal adhere to Best Management Practices (BMPs). 7.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 8.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 9.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined as amount of impervious surface which includes driveways, rooftops, concrete, etc. 10.) The building height is not to exceed 35 feet. 11.) Minimum setback from E Arden St is 20 feet. Minimum rear setback is 20 feet. Minimum side setbacks are 5 feet. 12.) This parcel was created through the Irondale Div 3 subdivision on February 19, 1910 and filed under Vol 2, p 131 of Long Plats with the Jefferson County Auditor. 13.) A minimum of two on-site parking spaces are required for the manufactured home. 14.) A septic permit(SEP02-00040)was approved March 20, 2002 for a system with capacity of 360 gallons per day. 15.) The site plan as submitted with the building application on June 14, 2002 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated August 27, 2002 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 16.) This approval is for a manufactured home installation only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits.
