The application was reviewed by the Jefferson County Department of Community Development staff on 6/20/02 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Aquifer Recharge Area, Erosion Hazard, Landslide Hazard Area III, and Seismic Hazard Area. 2.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 3.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 4.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin (see attached). 5.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 6.) The proposal will be setback 260-feet from the top of the marine bluff. This exceeds the setback requirements stipulated through both the Shoreline Master Program and the Unified Development Code. 7.) A vegetative buffer of 30-feet shall be permanently maintained from the top or edge of the Landslide Hazard Area. All buffers shall be measured perpendicularly from the top of the Landslide Hazard Area. 8.) Landslide Hazard Areas and their associated buffers shall remain naturally vegetated. Should buffer disturbance occur during construction, the Unified Development Code (UDC)Administrator shall require replanting with native vegetation. No alterations shall b made to the Landslide Hazard Area or its associated buffer without prior authorization by the UDC Administrator. 9.) All construction activities shall not encroach upon the buffer. This includes the storage or preparation of materials. 10.) The applicant is proposing to create or add 531square feet of impervious surface. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal adhere to Best Management Practices (BMPs) to control sedimentation and erosion. 11.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 12.) The site plan as submitted with the building application on 6/20/02 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated 7/01/02 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 13.) This approval is for a ADU (Building) only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 14.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined by the amount of impervious surface which includes roof tops, concrete, driveways, etc. 15.) The building height is not to exceed 35 feet. ilo 16.) Pond Road is classified as a ITmate Road which requires a minimum 20-f4 ront yard setback. In addition, the side lot lines require a minimum 5-foot setback. The lot line abutting the shoreline requires additional setbacks as stipulated through the Jefferson County Shoreline Master Program. is\F_BLD_Permit_Bu ild ng.rpt 10/29/19 • BUILDING PERMIT APPLI ION MRLA02-00p338 Jefferson County Department of Community Development 621 Sheridan Street Port Townsend, WA 98368 PERMIT #: BLD02-00357 Received Date: 6/20/2002 SITE ADDRESS: 273 POND RD PORT TOWNSEND, 98368 OWNER: WILLIAM B WOOLF PHONE: (360)385-1290 PO BOX 235 PORT TOWNSEND WA 98368-0235 SUBDIVISION: CAINE SHORT PLAT Block: Lot: 1 PARCEL NUMBER: 002121018 Section: 12 Township: 30 N Range: 02 W CONTRACTOR: TOLLSHARK CONSTRUCTION INC PHONE: (360)732-4080 PO BOX 100 CHIMACUM WA 98325 Contractor's License TOLLSCI107D6 Expires 3/15/2003 REPRESENTATIVE(S): AMY HIATT 234 SAND RD PORT TOWNSEND WA 98368 PROJECT DESCRIPTIOI ADU TYPE OF WORK RES SQUARE FOOTAGE: TYPE OF IMP ADU MAIN: 405 VALUATION 30,856.00 ADD'L: HEAT TYPE: PRO CODE EDITION: 1997 HEAT BASE: HEAT TYPE: OCCUPANCY: R-3 UNHEATED: #OF STORIES: OCCUPANCY: CONST TYPE: 5N OTHER: SHORELINE: CONST TYPE: GARAGE: SETBACK: 300 DECK: BANK HEIGHT: 150 SEWAGE DISPOSAL: OSS WATER SYSTEM: 2WELL PARCEL TAGS: YES_ _NO_ __ BEDROOMS: BATHROOMS: STORMWATER: YES NO___AREA Exist: Exist: Wetland__ Erosion Prop: 1 Prop: 1 Seismic _ Streams Total: 1 Total: 1 Flood Way _ Floodplain _ Routing Date: .2 i fe-c5F&WLandslide Cj 2, Shoreline _Aquifer Forest: Commercial Rural Type Amount Paid By: Date: Receipt: APPPRO V E Permit $451.85 MAM 06/20/02 47961 Plan Check $293.70 MAM 06/20/02 47961 SEP 2 0 2002 State Building Code $4.50 MAM 06/20/02 47961 Potable Water Application $50.00 MAM 06/20/02 47961 Jefferson County Punning & Building Departure t Total: $800.05 • Jefferson Ctlly Department of Community Development ¢SON c°G 621 Sheridan Street,Port Townsend WA 08368(360)378-4450 W ` o m,i) GAO App_ O cQ 0 NIN JUN 2 0 2002 ;' , Project Description: 1 Building Type: Project Type: Frame Type: ❑ Single Family New ® Wood , 1 ❑ Garage Attached/Detached ❑ Addition ❑ Steel -_- =-- , ❑ Modular ❑ Alteration/Remodel ❑ Concrete ❑ Commercial ❑ Repair ❑ Masonry ❑ Multi-family/#of Units ❑ Demolition ❑ Other: ❑ Industrial I It Other: GGGESStJ' Yv (J Bathrooms: Bedrooms: Type of Sewage Disposal: Type of Heat: Choose one: Existing: Existing: ❑ Sewer ❑ Community System ❑ Electricity ❑ Oil Proposed: I Proposed: 1 $ Individual System ❑ Woodstove di Propane Total: I Total: —I-- If not sewer, fill out the following: ❑ Heat Pump I Conventional ❑ Alternative ❑ Other Permit# SEP Water Supply: It Private well III Two Party Well❑ Public:Name of water system: Square Footage: For Office Use Only Main Floor6 7' 0 4 9 2 ' Jg L1 v •'Consistency Review o 2ND Floor c'c k Base fee A 5(- 8 5 3rd Floor .2:s1, Plan Check fee Zei 3 -1d Htd Basement State Surcharge fee 4.,Sb Unhtd Basement Subtotal 7 Q7,oS Garage/Carport Pot Water Review fee 6( •0o Decks 911/Rd Approach fee t2 Grp Commercial TOTAL 87S.
