The application was reviewed by the Jefferson County Department of Community Development staff on June 26, 2002 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Fish &Wildlife (Eagle). 2.) Washington State Department of Fish &Wildlife commented on the application on July 16, 2002 and determined the proposal was not in conflict with eagle habitat. 3.) The applicant is proposing to create or add 1,885 square feet of impervious surface and 2,100 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal adhere of Best Management Practices (BMPs). 4.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 5.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 6.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined as amount of impervious surface which includes rooftops, driveways, concrete, etc. 7.) The building height is not to exceed 35 feet. 8.) Minimum setback from Swanson Ave is 20 feet. Minimum side setbacks are 5 feet. Minimum rear setback is 10 feet. 9.) A minimum of two (2) on-site parking spaces are required for the single family residence. 10.) This parcel has been designated as Rural Residential 1:5 under the Jefferson County Comprehensive Plan Land Use Maps effective August 28, 1998. 11.) This parcel was created through the Ocean Grove Estates#2 subdivision on February 16, 1962 and recorded under AFN 171190, Vol 4, Pg 27 of Long Plats with the Jefferson County Auditor. 12.) Swanson Ave (C612709) is a county local access road. A road approach permit (RAP02-00024)was issued on February 11, 2002. An address of 72 Swanson Ave has been assigned to the parcel. A utility permit(RAP01-00143)was finaled on November 14, 2001. 13.) A septic permit(SEP02-00135)was issued July 17, 2002 for a system with capacity of 24 gallons per day. 14.) An easement 10 feet in width exists along the easterly 10.00 feet of lot 7 of Block 8 for utilities (PUD#1). The easement is recorded under AFN 379366. 15.) This approval is for a single family residence and detached garage only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 16.) The revised site plan as submitted with the building application on July 16, 2002 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development.
