The application was reviewed by the Jefferson County Department of Community Development staff on July 3, 2002 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Susceptible Aquifer Recharge Area. 2.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 3.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 4.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin. 5.) The applicant is proposing to create or add 1,640 square feet of impervious surface and 1,300 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal adhere to Best Management Practices (BMPs). 6.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 7.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 8.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined as amount of impervious surface which includes rooftops, driveways, concrete, etc. 9.) The building height is not to exceed 35 feet. 10.) Minimum setback from the edge of the easement along the nothern property boundary (Jolie Way) is 20 feet. Minimum side and rear setbacks are 5 feet. 11.) A minimum of two (2) on-site parking spaces are required for the single family residence. 12.) This parcel has been designated as Rural Residential 1:5 under the Jefferson County Comprehensive Plan Land Use Map effective August 28, 1998. 13.) Jolie Way (P183) is a private road. A road approach permit is not required. An address of 942 Jolie Way has been assigned to the parcel. 14.) A septic permit(SEP02-00116)was issued June 21, 2002 for a system with capacity of 360 gallons per day. 15.) The site plan as submitted with the building application on June 25, 2002 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated July 3, 2002 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 16.) This approval is for a single family residence only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. i:\F_BLD_Permit_Buildng.rpt 10/29/19 gRUILDING PERMIT APPLICA • N MRAOW 00 Type:46 Jefferson County Department of Community Development 621 Sheridan Street Port Townsend, WA 98368 PERMIT #: BLD02-00365 Received Date: 6/25/2002 SITE ADDRESS: 942 JOLIE WAY PORT TOWNSEND, 98368 OWNER: THOMAS A STAMMER PHONE: (360)385-3339 BONNIE K VAUGHAN 900 JOLIE WAY PORT TOWNSEND WA 98368-9070 SUBDIVISION: Block: Lot: PARCEL NUMBER: 001074025 Section: 7 Township: 30 N Range: 01 W CONTRACTOR: JOSEPH VAUGHAN CONSTRUCTION PHONE: (360)297-8910 PO BOX 423 INDIANOLA WA 98342 Contractor's License JOSEPVC085J3 Expires 4/16/2003 REPRESENTATIVE(S): PROJECT DESCRIPTION SINGLE FAMILY RESIDENCE TYPE OF WORK RES SQUARE FOOTAGE: TYPE OF IMP NEW MAIN: 1,180 VALUATION 80,236.00 ADD'L: HEAT TYPE: EEE CODE EDITION: 1997 HEAT BASE: HEAT TYPE: PRO OCCUPANCY: R-3 UNHEATED: #OF STORIES: OCCUPANCY: CONST TYPE: 5N OTHER: SHORELINE: GARA CONST TYPE: DECKLE 136 SETBACK: BANK HEIGHT: SEWAGE DISPOSAL: CON WATER SYSTEM: 2WELL PARCEL TAGS: YES NO BEDROOMS: BATHROOMS: STORMWATER: YES NO _AREA Exist: Exist: Wetland Erosion Prop: 2 Prop: 2 Seismic _ _ Streams Total: 2 Total: 2 Flood Way Floodplain Routing Date: F&W Landslide 2s Z Shoreline _Aquifer Forest: Commercial Rural Type Amount Paid By: Date: Receipt: !••, Permit $860.75 MAM 06/25/02 48041 Plan Check $559.49 MAM 06/25/02 48041 JUL 2 5 2002 State Building Code $4.50 MAM 06/25/02 48041 Potable Water Application $50.00 MAM 06/25/02 48041 Jefferson County Planning & uilding Departme t Total: $1,474.74 .--reti3 _ 9Sc tl • 0 ; ; Jefferson Couepartment of Community Development o 621 Sheridan Street,Port Townsend WA 08368 1360)370-4450 , , L.. perm('S fip n App Ocfi© LEPT. .
