The application was reviewed by the Jefferson County Department of Community Development staff on July 18, 2002 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: SUSC aquifer recharge, landslide 2 & 3, seismic, eagle, natural/suburban shoreline designation. 2.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 3.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 4.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 5.) A vegetative buffer of 30-feet shall be permanently maintained from the top or edge of the Landslide Hazard Area. All buffers shall be measured perpendicularly from the top of the Landslide Hazard Area. 6.) Landslide Hazard Areas and their associated buffers shall remain naturally vegetated. Should buffer disturbance occur during construction, the Unified Development Code (UDC)Administrator shall require replanting with native vegetation. No alterations shall be made to the Landslide Hazard Area or its associated buffer without prior authorization by the UDC Administrator. 7.) Prior to and during approved construction activities, the perimeter of the landslide hazard area buffer shall be marked with a temporary sign. The sign shall be placed in such a manner that it can be directly observed from the construction area. The sign shall contain the following statement: "Landslide Hazard Area and Buffer- Do not Remove or Alter Existing Vegetation." 8.) All construction activities shall not encroach upon the buffer. This includes the storage or preparation of materials. 9.) The applicant shall permanently separate the boundary of the Landslide Hazard Area Buffer from the remainder of the subject property through installing logs, trees, a hedge row, or any other prominent physical marking approved by the UDC Administrator. 10.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin. 11.) To help prevent seawater from intruding landward into underground aquifers, all new development activity on Marrowstone Island, and within 500 feet of any marine shoreline shall be required to infiltrate all stormwater runoff, to the maximum extent practicable, onsite. 12.) The applicant shall fully adhere to all conditions and requirements of the eagle habitat management plan. 13.) A Small Parcel Erosion and Sediment Control Plan has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 14.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). I 15.) The revised site plan dated July24, 2002 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated August 27, 2002 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 16.) This approval is for a single family residence only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 17.) A Geotechnical Report dated February 12, 2001 as preprared by G.W. Thorsen was submitted in conjunction with this application. The report addressed the stability of the geologic hazard area. A setback of 75-feet shall be measured perpendicularly from the top or toe of the geologic hazard to the proposed single family residence. 18.) The parcel has been designated as RR 1:5 under the Jefferson County Comprehensive Land Use Map effective August 28, 1998. 19.) The parcel is accessed by Juan De Fuca Road, a private road (P569). An address of 72 Juan De Fuca Road has been assigned to the parcel. 20.) A minimum of two (2) on-site parking spaces shall be provided for the single family residence. 21.) The building height shall not exceed 35 feet. 22.) Minimum setback from Juan De Fuca Road right-of-way shall be 20 feet. Minimum side yard setbacks shall be 5 feet. Minimum rear(shoreline) setback shall be 75 feet from top of bank as determined in the Geotechnical Report dated February 12, 2002 as prepared by G.W. Thorsen. 23.) Setback from top of bank to house foundation shall be 75 feet to provide an extra "factor of safety" as well as to protect the eventual resale value. Do not attempt to build a permanent beach access system. Experiment with low-tech revegetation of existing bare bank segments, such as tossing alder and/or fir cones, possibly with appropriate grass seed, onto such surfaces. Disperse, rathern than concentrate, stormwater from impervious surfaces. Minimize such surfaces(e.g., use"leaky"construction materials and design, such as gravel, flagstone for drive, parking, patio). 24.) Potable water has been supplied to the lot by the City of Port Townsend. i:\F_BLD_Permit_Buildng.rpt 10/29/19 WILDING PERMIT APPLICAN MRLA02N00p362 Jefferson County Department of Community Development 621 Sheridan Street Port Townsend, WA 98368 PERMIT #: BLD02-00381 7-.5ti-eee7" Received Date: 7/3/2002 SITE ADDRESS: '°.' tdi ... 11oomg 7 . eah UeFe e,z P T TOWNS N .D, 98368' OWNER: JOHN W JONES PHONE: (360)385-5439 PO BOX 2088 PORT TOWNSEND WA 98368 SUBDIVISION: Block: Lot: T 19 PARCEL NUMBER: 101324004 Section: 32 Township: 31 N Range: 01 W CONTRACTOR: OWNER PHONE: REPRESENTATIVE(S): PROJECT DESCRIPTION SINGLE FAMILY RESIDENCE TYPE OF WORK RES SQUARE FOOTAGE: TYPE OF IMP NEW MAIN: 1,994 VALUATION 800,000.00 CODE EDITION: 1997 ADD'L: 1,321 HEAT TYPE: PRO OCCUPANCY: R-3 HEAT BASE: 1,186 HEAT TYPE: OCCUPANCY: UNHEATED: 1,004 #OF STORIES: OTHER: CONST TYPE: 5N GARAGE: SHORELINE: CONST TYPE: DECK: 73 SETBACK: 75 BANK HEIGHT: 200 SEWAGE DISPOSAL: CON WATER SYSTEM: PWELL PARCEL TAGS: YES_ NO BEDROOMS: BATHROOMS: STORMWATER: YES NO AREA Exist: Exist: Wetland Erosion Prop: 3 Prop: 5 Seismic _ _ Streams Total: 3 Total: 5 Flood Way _Floodplain Routing Date: / F&W Landslide / / Shoreline Aquifer r Forest: Commercial Rural Type Amount Paid By: Date: Receipt: Approved/Date Permit $4,658.75 MAM 07/05/02 A P( ]unty 'J E Plan Check $3,028.19 MAM 07/05/02 A (-1 State Building Code $4.50 MAM 07/05/02 / AUG 2 7 2002 Potable Water Application $50.00 MAM 07/05/020y Jefferson Co Planning Total: $7,741.44 /1-/' A:14' & Building Department Vbfirl 4i es Jefferson g„?..SON c County Department of Con111NNllty Development wA 0 821 Sheridan Street,Port Townsend WA 88368[3801 378-4450 • r' pjm A 17S p O Ocoy o N _w C7 w Project Description: ` o Building Type: '-7 =_ 1 3 j Project Type: Frame Type: Single Family J New Wood Garage Attached/Detached ..:-_-...7.,' = L a Addition J Steel w C..)
