HomeMy WebLinkAboutPRESENTATION CRAB Good Practice JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS REGULAR AGENDA REQUEST TO: Board of County Commissioners FROM: Mark McCauley, County Administrator DATE: May 12,2025 SUBJECT: County Road Administration Board (CRAB): Certificate of Good Practice STATEMENT OF ISSUE: Annually, each county engineer and either the chair of the board of county commissioners or the county executive must certify that the county has operated in compliance with the Standards of Good Practice. Based upon this certification, CRAB issues Certificates of Good Practice to the State Treasurer, which allows disbursement of gas tax revenues to the individual counties in the following year(WAC 136-04-050). ANALYSIS: Per RCW 36.78.020 "Standards of good practice" shall mean general and uniform practices formulated and adopted by the board relating to the administration of county roads and the safe and efficient movement of people and goods over county roads, which shall apply to engineering, design procedures, maintenance, traffic control, safety,planning, programming, road classification, road inventories, budgeting and accounting procedures, management practices, equipment policies, personnel policies, and effective use of transportation-related information technology. FISCAL IMPACT: None. RECOMMENDATION: That the Board present the Certificate of Good Practice to Monte Reinders, Director, Public Works. REVIE D BY: Mark McCaul , County Administrator Date L CEIRTIFICATE OF GOOD PRACTICE o HAS BEEN TRANSMITTED TO THE STATE TREASURER ON BEHALF OF FOR THE YEAR 2024 Pursuant to the authority contained in RCW 36.78.090 and in recognition of the fact that this county has submitted to the Department of Transportation or to this Board all reports required by law or regulation of the Board,- and has reasonably complied with provisions of law relating to county road administration and with the �O Standards of Good Practice as formulated and adopted by the Board. �p COU,NTY`ROAD «b MAY 1, 2025 ROB COFF R OF THE BOARD g RESOLUTION 2025-002 0I WHEREAS RCW 36.78.090 provides that the County Road Administration Board each year shall transmit to the State Treasurer Certificates of Good Practice on behalf of the counties which during the preceding calendar year have submitted to the State Department of Transportation or to the CRABoard all reports required by law or regulation of the CRABoard and have reasonably complied with provisions of law relating to county road administration and with Standards of Good Practice as formulated and adopted by the Board; and WHEREAS the County Road Administration Board met on May 1-2, 2025 in Olympia, Washington to make such a determination pursuant to an analysis of annual certification questionnaires in accordance with WAC 136-04 by the counties; and WHEREAS the County Road Administration Board determined that all 39 counties were in compliance with the provisions of RCW 36.78.090 as they relate to the issuance of Certificates of Good Practice; WHEREAS the Director of Highways and Local Programs has certified to CRAB that all 39 counties are currently in compliance with National Bridge Inspection Standards(NBIS). WHEREAS 38 of the 39 counties' required submittals were submitted to CRAB by the April I`deadline. The county missing the deadline had a reasonable explanation, complied soon after the deadline and, is considered to be in reasonable compliance. We have mailed the original certificate to your County Engineer as they are required to post it in a publicly accessible location in the Public Works office. We encourage you to acknowledge this great achievement at an appropriate time for recognition should you wish. A Certificate of Good Practice has been transmitted to the State Treasurer on behalf of your county pursuant to the authority contained in RCW 36.78.090 as shown on the certificate enclosed. This action by the CRABoard will assure the continued distribution of your monthly state gas tax allotment from the Office of the State Treasurer.
