Solid Ground staffs the Seattle Food Committee, which provides technical assistance, administrative services, and advocacy support to a coalition of 27 Seattle food banks. In 2024, the Food System Support program and Community Food Education Giving Garden distributed over eight million pounds of food and fresh produce. The Food System Support program depends on $352K from the US Dept. of Agriculture Local Food Purchasing Assistance, and the Community Food Education program is funded in part by federal SNAP-Ed dollars. El Centro de la Raza’s Food Assistance program experienced a 15% increase in usage from July 2024 to January 2025, serving an additional 1,200 people on average. Throughout 2024, the program served 18,471 people. Meanwhile, it endured a $120,000 loss in funding it relied upon to purchase from local farmers after the US Department of Agriculture cut the $420 million Local Food Purchase Agreement Cooperative Program earlier this year. In addition to our onsite food bank, Multi-Service Center provides home food delivery, mobile food banks at senior living facilities, and can assist people signing up for Basic Food/SNAP benefits. We distributed over 1.6million pounds of food last year and made 16,809 home deliveries. At Neighborhood House, we are committed to ensuring equitable access to nutritious, culturally relevant food for our communities. Through programs like the Free Summer Meals initiative, we provide meals to children during the summer months, addressing the gap when school-based nutrition programs are unavailable. Additionally, we offer Basic Food Employment & Training services, supporting individuals and families in King County experiencing unemployment or underemployment by providing vocational training and support services, including food assistance. Our comprehensive approach ensures that thousands of King County residents receive the nourishment they need to thrive. Located in Seattle’s Central District, Byrd Barr Place’s “The Market” is open to the public three days a week. In 2024, Byrd Barr Place distributed 980,996 pounds of food and served 41,438 total visits. In the first quarter of 2025 alone, The Market has seen 18,766 individual visitors. Byrd Barr Place’s food program depends on $100k from the Community Services Block Grant. Access to fresh, nutritious, culturally relevant food is a human right. You can help your local food assistance programs by raising awareness in your community. Community Action Agencies: Byrd Barr Place, El Centro de la Raza, Hopelink, Multi-Service Center, Neighborhood House, and Solid Ground are working together to create local solutions to local problems because every community deserves a fair chance for stability, health, and opportunity. King County’s Community Action Agencies are standing together to fight for our communities’ future. 🎉Early Learning Center Ribbon Cutting🎉 Neighborhood House <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=8fecc5c173&e=b80de0d97c> <https://mcusercontent.com/acf3cee5bbda818ebd4ce40eb/images/fa6a097c-8629-5322-27c1-3c261fa4d5c5.png> <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=9b51e85495&e=b80de0d97c> <https://mcusercontent.com/acf3cee5bbda818ebd4ce40eb/images/1ff9f60d-ceb2-c67c-c823-8f599a5ddf25.png> 🎉🎉🎉 The wait is over! 🎉🎉🎉 Join us for the ribbon cutting of our new Early Learning Center at Seola Gardens in White Center. And at this critical time in our nation’s history, it requires us to stand more firmly than ever in community with those who share our values and believe that every person is important and deserves the opportunity to thrive. At the Gala, you’ll have the opportunity to learn about our programs directly from amazing staff members who bring Solid Ground’s mission to life, hear firsthand from participants who’ve navigated their own journeys to stability, and support our work to build pathways beyond poverty – all over a three-course dinner and drinks. Special Guest Erin Jones will share a message of hope and inspiration and give us action items we can do right now to make a difference in our community. After we wrap up the program, we’ll retreat to the lounge for live music, snacks, and beverages. The CSBG program is the only federal program with the singular mission of fighting poverty. The program supports more than 1,000 Community Action Agencies (CAAs) in nearly every county across the United States. For more than 60 years, CAAs have provided a range of holistic services to low-income individuals and communities across the country, including education, skills development, financial literacy, and other services promoting economic independence. CAAs serve an estimated 10 million low-income individuals annually, representing nearly 5 million families across the U.S., providing a critical “first stop” for those in need to navigate the resources available to them. "The Community Services Block Grant fulfills a core American value: neighbors helping neighbors in need," Rep. Thompson said. "This bipartisan legislation reaffirms our commitment to reducing poverty to strengthening communities across the country, provides much needed reforms to ensure community action agencies across the country can continue to serve vulnerable populations, and ultimately will help put those in poverty on the path to independence.” “Congress created the Community Services Block Grant program to assist low-income individuals and families during challenging times while addressing the causes and conditions of poverty,” Rep. Bonamici said. “The program funds Community Action Agencies and benefits millions of people across the country. I am pleased to join my colleague Rep. Glenn "GT" Thompson in leading this bipartisan update to CSBG to provide Oregonians and Americans with opportunities that will help them achieve stability so they can thrive rather than struggle.” Continue reading…. <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=621ad29e69&e=b80de0d97c> Sleep center's closure part of a more complex situation <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=f2cc11f5c7&e=b80de0d97c> <https://mcusercontent.com/acf3cee5bbda818ebd4ce40eb/images/e1012617-0d28-b8e6-e42c-6eee96588269.jpg> The decision by the Moses Lake City Council to end support for the Open Doors sleep center has prompted a lot of discussion, from the April 22 council meeting to community members to the people who use the sleep center itself. Moses Lake Mayor Dustin Swartz called it a very complicated issue after about an hour of public comment during the April 22 city council meeting. “It becomes frustrating for a lot of us because this issue has been wrapped into one thing. What’s become fairly obvious is that there are actually a myriad of issues that are going on in our community,” Swartz said. The sleep center will remain open through June 30, when the state grant that provides the bulk of the funding expires. The city contracts with HopeSource <https://wapartnership.us4.list-manage.com/tr ack/click?u=acf3cee5bbda818ebd4ce40eb&id=f93ccd068c&e=b80de0d97c> to operate it. HopeSource is a nonprofit organization based in Ellensburg that provides other housing services in and around Moses Lake. HopeSource officials issued a statement after the April 22 meeting, signed by Chief Executive Officer Susan Grindle. “As an organization, HopeSource understands the tough decisions our elected officials must face in meeting the needs of the community. HopeSource has worked with the city of Moses Lake for many years on programs that serve that community and looks forward to a continued positive relationship with the city in seeking to meet the residents’ needs,” Grindle said. She was already volunteering a bit at the White Center Food Bank and was considering a career change after losing a job. AmeriCorps <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bb da818ebd4ce40eb&id=5813d918f2&e=b80de0d97c> , the federal government’s service agency, connects people like Henderson with community gigs and gives them modest stipends in lieu of wages. “I love helping out,” said the 43-year-old, who started working at the food bank full time last year, stocking shelves, organizing inventory, packing bags and coordinating home deliveries. “I feel like I’m making a difference.” But Henderson’s AmeriCorps experience is coming to an abrupt end because President Donald Trump’s administration last month decided to immediately terminate nearly $400 million in grants <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=94a9885605&e=b80de0d97c> to the decades-old service agency, alleging fiscal mismanagement. The grants targeted by billionaire Elon Musk’s Department of Government Efficiency, known as DOGE, represent 41% of AmeriCorps’ annual budget and affect about 32,000 corps members across the country, advocates estimate <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=46f3c95a63&e=b80de0d97c> . According to Gov. Bob Ferguson, that includes about 1,300 members at approximately 800 sites in Washington, which joined other states last week <https://wapartnership.us4.list-manage.com/track/click? u=acf3cee5bbda818ebd4ce40eb&id=2f21ed1081&e=b80de0d97c> in suing over the move. The cuts total more than $21 million in Washington, per Ferguson. It’s not yet clear exactly how many corps members have been spared; Washington officials are still collecting information, they say. Issaquah, which sits 20 minutes from Seattle, recently earned over $1.7 million for a rooftop solar-plus-storage system from the Washington State Department of Commerce (WADOC) Clean Energy Community Grants program. The municipality is one of 38 statewide recipients of over $36 million in funding for clean energy deployment <https://wapartnership.us4.list-manage.com/track/click? u=acf3cee5bbda818ebd4ce40eb&id=2816cc72d7&e=b80de0d97c> , with another $5 million expected to be awarded later this spring. “In late 2023, we kicked off a project focused on resilience hubs where people can go for support before, during and after climate emergencies,” David Reedy, Issaquah’s sustainability coordinator, told pv magazine USA. He explained the centrally-located senior center already served as a community gathering place. A year and a half later, it was chosen to host the city’s forthcoming solar-plus-storage system that will provide 38.5 kW of clean power and 880 kWh of energy storage. Based on historical energy use, the BESS should be able to power the senior center for up to 48 hours. “We opened up the senior center a day after the storm hit, and we had over 800 people visit it over the next few days to access basic needs like power and heating,” Reedy added. “The solar and storage project will make our efforts much more fluid and resilient in the future.” “Other noteworthy grants include a $104,000 award to plan and design solar and storage systems for housing assistance and food bank programs at the Federal Way Multi-Service Center <https://wapartner ship.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=b4241cbbf9&e=b80de0d97c> and nearly $190,000 to the Washington Department of Ecology for brownfield solar development at the former Lovitt Gold Mine.” Continue reading…. <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=4b26caa7cb&e=b80de0d97c> May 18 Fundraiser for WW Homeless Alliance at the Walls Vineyards <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=39bf5d22d2&e=b80de0d97c> <https://mcusercontent.com/acf3cee5bbda818ebd4ce40eb/images/e5c97a66-404c-2d25-537f-31f247d276d4.jpg> On May 18, the Walla Walla Alliance for the Homeless will host Shining Bright 10 Years of Hope and Community, a food and wine fundraiser. Eight total jurisdictions filed the suit in the U.S. District Court for the Western District of Washington against the two departments on Friday. A temporary restraining order was filed on Monday to block HUD and FTA from enforcing the grant conditions. King County is targeting both HUD's Continuum of Care Program and the FTA. Pierce and Snohomish counties are only targeting HUD funding. At the center of the lawsuit is President Donald Trump’s Jan. 21 executive order <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=12055ac6ea&e=b80de0d97c> that directs federal agency heads to ensure that any federal grant recipient does not run DEI programs. “According to the lawsuit, King County relies on nearly $67 million in HUD Continuum of Care grant funding, Pierce County uses approximately $4.9 million, and Snohomish County receives nearly $16.7 million. These funds could jeopardize the number of supportive housing slots, shelter beds, and services these counties provide to its homeless population.” Continue reading…. <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=c18e28879b&e=b80de0d97c> Council for the Homeless: Federal cuts would devastate services in Clark County Vancouver-based nonprofit urges residents to register opposition with elected officials <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=8409cbcab1&e=b80de0d97c> <https://mcusercontent.com/acf3cee5bbda818ebd4ce40eb/images/2db86cdb-4e9f-2bc7-7db5-d9a7abb37590.jpg> Council for the Homeless leaders say potential federal funding cuts will devastate Clark County housing and homeless services. The proposed cuts would have a profound impact on low-income residents and remove more than $50 million from the local economy, according to a Friday news release from Council for the Homeless. To illustrate the potential consequences, the Vancouver nonprofit reviewed services provided in Clark County during the 2023-24 fiscal year. This analysis included the number of people and households served, the services provided, and the overall dollar value of the support. “One example of the federal investment in Clark County is the $48 million allocated for rent assistance, which supported 3,548 low-income households, according to Council for the Homeless’ analysis. This included both short-term assistance and ongoing Section 8 housing vouchers. For many households, these funds are the difference between staying housed and becoming homeless, according to the news release. The rent assistance also supports local landlords and property managers, contributing to the local economy. According to an October report <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=4b512e3aa7&e=b80de0d97c> from Council for the Homeless, 8,752 Clark County residents from more than 4,400 households were homeless in 2023.” Continue reading…. <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=545c2c795d&e=b80de0d97c> <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=4a9f77d30e&e=b80de0d97c> <https://mcusercontent.com/acf3cee5bbda818ebd4ce40eb/images/9f2a109a-c619-8188-db26-6e95a808dbc4.jpg> Community Condition Dashboard: Examining Homelessness in Washington is now LIVE! The bills, signed today at the Blake House affordable housing high rise in downtown Seattle, cover everything from property tax relief for disabled veterans to encouraging construction of so-called “middle housing” options like condominiums. “Washington needs more affordable housing — a lot more,” Governor Ferguson said. “We must make it easier, faster and less expensive to build housing of all kinds. These bills will address this pressing need.” House Bill 1217 <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=3509137a60&e=b80de0d97c> limits rent increases for existing tenants in Washington state to 7% plus inflation or 10%, whichever is lower. Landlords can still adjust rent by higher amounts for new tenants. It also limits rent increases for manufactured homes to 5%. Sen. Emily Alvarado (D-West Seattle) introduced the bill when she was in the Washington state House, before being appointed to the Senate. The companion bill in the Senate was sponsored by Sen. Yasmin Trudeau (D-Tacoma). Co-sponsor Rep. Nicole Macri (D-Seattle) helped shepherd the bill in the House after Alvarado left for the Senate. Although she owns the house, she rents the land it sits on. The couple downsized from their house in Vancouver, where they had lived for 20 years, before moving into the mobile home, believing that it was easier to get around in a single-level home. Their rent has gone up every year, rising from $610 when they purchased the home in 2017 to $1,300 per month. These days, they’re cutting costs to make the payments. Yet a reprieve came Sunday when the state House and Senate passed the House Bill 1217, which limits rent increase for manufactured homes to 5% per year. ““There’s people who are not taking their medication, who can’t afford to buy it. Who are keeping the temperatures of their house down at like 60, 65 [degrees Fahrenheit] so they can save on electricity,” she said.” Continue reading…. <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=cc6662cf03&e=b80de0d97c> Rural Hunger in America: GET THE FACTS <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=a1cc88c7cc&e=b80de0d97c> <https://mcusercontent.com/acf3cee5bbda818ebd4ce40eb/images/fbf5d30e-04bb-4d26-4bd9-ded2edd5dd3b.jpg> <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=3f3b0b1692&e=b80de0d97c> <https://mcusercontent.com/acf3cee5bbda818ebd4ce40eb/images/b3edb28f-33b1-9acb-a017-a45a5962da02.jpg> <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=668ea60af3&e=b80de0d97c> <https://mcusercontent.com/acf3cee5bbda818ebd4ce40eb/images/c958d896-2c84-c340-74fe-6e858ea76e91.jpg> New Reports Show Offering School Meals at No Charge Increases Participation, Supports Health and Learning <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=52d031c61e&e=b80de0d97c> <https://mcusercontent.com/acf3cee5bbda818ebd4ce40eb/images/a6b5091c-5dc6-7fb2-e7c6-fceedfd16488.png> Two new reports from the Food Research & Action Center (FRAC) reveal that offering school meals to all students at no charge leads to more students participating in school breakfast and lunch. Income eligibility plays a critical role in WAP to serve low-income individuals and families across America. Grantees can create flexibility, and expand access in this process, by adopting categorical eligibility of other federal programs listed in this guidance when submitting PY 2025 Grantee Plans. As defined in 10 CFR 440.3, Low-income means that income in relation to family size which: (1) Is at or below 200 percent of the poverty level determined in accordance with criteria established by the Director of the Office of Management and Budget (OMB), except that the Secretary may establish a higher level if the Secretary, after consulting with the Secretary of the United States Department of Agriculture (USDA) and the Secretary of Health and Human Services, determines that such a higher level is necessary to carry out the purposes of this part and is consistent with the eligibility criteria established for the Weatherization Program under Section 222(a)(12) of the Economic Opportunity Act of 1964; (2) Is the basis on which cash assistance payments have been paid during the preceding twelve-month period under Titles IV and XVI of the Social Security Act or applicable State or local law; or (3) If a Grantee elects, is the basis for eligibility for assistance under the Low-Income Home Energy Assistance Act of 1981, provided that such basis is at least 200 percent of the poverty level determined in accordance with criteria established by the Director of the Office of Management and Budget. WAP Directors and Program Managers should be sure to update any processes used when processing weatherization applications and inform staff of this change as it impacts client eligibility. A new snapshot from the Alliance’s Homelessness Research Institute examines the potential impact of eliminating these critical programs. While the Alliance does not anticipate such dramatic cuts, the data is clear: any cuts to these important programs will result in people losing their current housing, placing them at risk of homelessness. Homelessness is traumatic, dangerous and costly: keeping people in their current housing situation is far more efficient (and far less expensive) than the cycle of shelter, emergency room visits, and service interactions that communities may experience when someone becomes homeless. Administered by HUD, these programs provide federal rental assistance to millions of households—and still, funding only reaches 1 in 4 households <https://wapartnership.us4.list-manage.com/track/clic k?u=acf3cee5bbda818ebd4ce40eb&id=b4853b55b5&e=b80de0d97c> eligible for this assistance. While HUD is systemically underfunded, communities use the limited funds they do receive to target assistance to older adults, disabled people, and people who work hard yet make extremely low incomes. Any cuts will destabilize the individuals and families who receive this assistance and will hurt the communities they live in. Policymakers should take this risk seriously and provide the funding necessary to sustain existing programs <https://wapartnership.us4.list-manage.com/tra ck/click?u=acf3cee5bbda818ebd4ce40eb&id=867d54742e&e=b80de0d97c> and expand them to more people in need. But shelter by itself doesn't reduce homelessness. After all, a person staying in an emergency shelter is still homeless. Backers of the six-decade-old program, which educates more than half a million children from low-income and homeless families, had been fretting after a leaked Trump administration proposal suggested defunding it. Project 2025, the conservative blueprint drawn up by the Heritage Foundation and co-authored by President Donald Trump’s current budget chief, also called for cutting Head Start. On a call with reporters, an administration official said there would be “no changes” to it. The official insisted on anonymity to preview the budget plan on a call with reporters.
