JEFFCOM 9-1-1 Improvements Change Order Requests No. 10, 11, U and 13
STATEMENT OF ISSUE: Approval and execution of Change Order Request (COR) No. 10 in the amount
of $6,167.00, COR No. 11 in the amount of$10,469.00, COR No. 12 in the amount of$11,165.00 and COR
No. 13 in the amount of$23,132.00, all for BnchAuan Gen~ Contracting Company (Conttactor).
ANALYSIS: On Janumy 25, 2010, the Board of County CommillSioners approved and executed a contract
with Buchanan General Contracting Company, P.O. Box 40069, Bellevue, W A 98015 for the construction of
the Je~om 9-1-1 Radio System Improvement Project. Construction started at the South (Coyle) and Maynard
Peak sites on February 8. Work began at the Green Mountain site the fust week ofMa.rch. The following
CORs are essential for the completion of construction at the Maynard Peak, Green Mountain and Port
Townsend sites. Change Order Request No. 10, 11, 12 and 13 are attached for your approval and execution.
COR No. 10 is for an additional 'ice bridge' (a s1ructUre to support and protect the microwave guides and
cabling from the tower to the equipment s1ructUre) to be constructed at the Maynard Peak site. The original
design and bid included one 'ice bridge' and a second one is required.
COR No. 11 is for an additional 'ice bridge' to be constructed at the Green Mountain site. The original design
and bid included one 'ice bridge' to the tower but it needs to be extended to the vertica1'cable ladder' which
carries the cabling up the tower.
COR No. 12 is for the revised propane fuel tank f01mdl!tiou slab and protective bollards at the Green Mountain
site. COR No.3 deleted the original designed fuel tank enclosure included in the bid but didn't include these
costs for the revised design and construction.
COR No. 13 is for construction of the access road and preparation for the Port Townsend water reservoir site
for access by the geotechnical engineers for soil testing which is required for the design and permitting.
These CORs were approved by the Je~m Administrative Board on June 24, 2010.
FISCAL IMPACT: Funds will be provided by the JeffCom Enhancement Fund 121 which was funded by a
2007 bond issue. The total amount of the original contract with sales tax is $364,728.08. Change Order
Requests No.1 through 9 increased the current approved cost to $399,798.08. The total ofCORs 10, 11, 12
and 13 is $50,933.00 bringing the new total to $450,731.08. The total ofCORs 1 through 13 is $86,003.00 or
23.58% of the original contract. Sufficient funds are available.
RECOMMENDATION: Move to approve and execute Change Order Request No. 10, II, 12 and 13 to the
JefK:om 911 Radio System Improvement Contraet with B1IChanan General Con1Iacting Company.
