The agreements cover a wide range of programs administered across modes, and some have been amended to conform with the policy priorities of the Trump-Vance Administration. A press release indicates that the agency has now approved 329 grants from an approximately 3,200-project backlog of unsigned awards. As a reminder, pre-application requests to review Implementation Grant eligibility under the program are due today at 5:00 p.m. Eastern Time (ET); the deadline to submit questions to program staff is May 29, 2025 at 5:00 p.m. ET; and the application deadline is June 26, 2025 at 5:00 p.m. ET. Appropriators React to President Trump’s “Skinny” Budget Request House and Senate appropriators are moving in different directions responding to President Donald Trump’s Fiscal Year (FY) 2026 budget request <https://watransit.us12.list-manage.com/track/click?u=6c7 0c3a1d76c22fe2ef2a8361&id=a8fc7b1d11&e=7ccb4f03e2> , an early indicator of tensions that are likely to complicate the appropriations process for the fiscal year ahead. House Appropriations Committee Chair Tom Cole of Oklahoma said that the House intends to draft spending bills in alignment with the President’s budget proposal, seeking to advance the Administration’s goals. He offered, “We don’t disagree with the idea of trying to shift some domestic spending towards defense. But we have to come up with a combination that works, that we can pass.” However, Chairman Cole’s Senate counterparts, are raising strong concerns about the depth of the proposed non-defense cuts, specifically at the U.S. Department of State and U.S. Department of Housing and Urban Development (HUD). Senate Appropriations Committee Chair Susan Collins of Maine appeared less likely to adhere to the President’s request, describing it as “extremely difficult to absorb.” She offered that “We’re not talking about waste, fraud, and abuse here, we’re talking about deep and harmful cuts in areas like medical research.” Cybersecurity U.S. Department of Homeland Security Cybersecurity and Infrastructure Security Agency * A new report <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=b6d17a560c&e=7ccb4f03e2> from the Government Accountability Office (GAO) found that Fiscal Year (FY) 2022 and 2023 funding from the State and Local Cybersecurity Grant Program (SCLGP) is supporting the implementation of nearly 840 state and local cybersecurity initiatives across the country. The program, which has garnered bipartisan praise, is funding projects involving the development of cybersecurity policy, hiring of cybersecurity contractors, upgrading of equipment, and implementation of multi-factor authentication. The report warns that communities are concerned about their ability to sustain these projects if Congress does not provide additional funding for the program ahead of its expiration at the end of September. <https://maassets.higherlogic.com/image/APTA/Executive_Action_Update_650x200_Final_3009955.png> Impacts of Executive Actions on Public Transportation: Since January 20, President Trump has issued almost 100 Executive Orders, Memoranda, and Proclamations to carry out his Administration’s policy goals and agenda. Many of these directives, together with U.S. Department of Transportation (DOT) actions, directly impact the public transportation industry. These Executive Orders and other directives pause some transportation funding; terminate diversity, equity, and inclusion programs; impose new tariffs; and establish priorities for DOT competitive grants.
