The application was reviewed by the Jefferson County Department of Community Development staff on August 13, 2002 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Wetland Area on the Eastern 1/2 to 2/3 of the property (which is included within the 23.56 acre Conservancy Reserve per the Heron Pond Ranch Subdivision);Susceptible Aquifer Recharge Area entire property; An area along the North Property Line of Seismic Hazard, which is minor in nature; and a Type 4 Stream in the eastern 1/4 of the property (which flows north-south and is within the Conservancy Reserve). 2.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 3.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 4.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin (see attached). 5.) A Type 4 Stream (Fish and Wildlife Habitat Area) has been identified on the subject property. The stream will require a setback of 100-feet, which has been met through the Conservancy Reserve established with the Heron Pond Ranch Subdivision approval and recording. The setback shall be measured horizontally from the Ordinary High Water Mark (OHWM). Fish and Wildlife Habitat Areas shall also have Buffers and Building Setbacks established. 6.) A Stormwater Site Plan has been reviewed and approved for the Heron Pond Ranch Subdivision and filed with the County Auditor under AFN 396611. The approved Stormwater Site Plan requires submittal and approval of a Small Parcel Erosion and Sediment Control Plan prior to the commencement of any land disturbing activities and prior to the issuance of a building permit, a Small Parcel Erosion and Sediment Control Plan be reviewed and approved. IN ADDITION, the approved Stormwater Site Plan requires that for lot 3 runoff from roof drains from a residence or another structure be routed to infiltration trenches sized and constructed as per the requirements of Appendices XIV and XV of the Stormwater Site Plan. 7.) The applicant is required per plat conditions to document that runoff from roof drains from residences and appurtenant structures on lot 3 be routed to an appropriately designed infiltration trench(s) sized and constructed as per the requirements of Appendices XIV and XV of the approved Storm Water Site Plan. A lot specific Engineered Stormwater Plan has been prepared in conformance with subdivision conditions and the Storm Water Management Manual. The Plan includes an engineered Infiltration Trench Plan identified as Attachment II. The infiltration plan is consistent with the requirements of the approved Storm Water Site Plan. 8.) A Small Parcel Erosion and Sediment Control Plan and a Storm Water Plan have been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. • • 9.) The type 4 stream and the wetland located on the eastern portion of tract 3 are protected through a Conservation Easement as shown on the face of the recorded subdivision plat. The Conservation Reserve is recorded with the County Auditor's Office under Auditor's File Number 396609. The proposed residence is more than 300 feet from the type 4 stream. The wetland area is at least 140 feet from the wetland buffer established through the subdivision platting process. 10.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 11.) The parcel is a legal conforming lot that is designated as Rural Residential (RR 1:5) under the Jefferson County Comprehensive Plan Land Use Map effective August 28, 1998. 12.) The revised site plan submitted August 20, 2002 in conjunction with the building permit application which was submitted on August 5, 2002 has been reviewed for consistency under the UDC. The revised site plan has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved revised site plan dated August 21, 2002 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 13.) This approval is for a Single Family Residence with Attached Garage only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 14.) A septic permit (SEP96-0023) was issued December 17, 1996 for installation of a conventional sewage disposal system. The system was not installed. 15.) The county approved the development of a 13 tract long subdivision (SUB95-00071) on February 15, 1996. The approved final subdivision plat was recorded December 3, 1996. 16.) Jefferson County approved a boundary line adjustment (SUB94-00100) on the property, which was issued and finaled October 11, 1994. 17.) Maximum impervious surface area shall not exceed 25 percent. 18.) Minimum setback from the private access road (Green Way) easement line shall be 20 feet. Minimum side yard setbacks and rear yard setbacks shall be 5 feet from the property line. 19.)
