The application was reviewed by the Jefferson County Department of Community Development staff on Aug. 20, 2002 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Osprey Nest& Habitat(sent to WDFW for review). 2.) The Washington State Department of Fish and Wildlife reviewed the application for impacts to osprey habitat. Jeff Davis, Area Habitat Biologist) indicated this proposal is far enough away from the osprey nest and will be surrounded by existing single family residences that there will not be a significant impact to the osprey. WDFW recommended retention of the mature conifer trees to provide a visual screen as well as future perching and/or nesting habitat. 3.) The applicant is proposing to create or add 3930 square feet of impervious surface and 4000 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal submit a Small Parcel Erosion and Sediment Control Plan.The applicant submitted a Small Parcel Erosion and Sediment Control Plan. 4.) A Small Parcel Erosion and Sediment Control Plan has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 5.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 6.) This approval is for a Single Family Residence with attached garage only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 7.) The revised site plan received August 20, 2002 as submitted in conjunction with the building permit application on August 8, 2002 has been reviewed for consistency under the UDC. It has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved revised site plan dated August 20, 2002/August 27, 2002 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 8.) The parcel is a legal conforming lot that is designated as Single Family -4 dwelling Units Per Acre (MPR-SF 4:1) under the Jefferson County Comprehensive Plan Land Use Map effective August 28, 1998. 9.) A Road Approach Pemit(RAP02-00022) to the lot was issued Februay 7, 2002. The permit has yet to be finalized. 10.) Maximum impervious surface area shall not exceed 45 percent. 11.) Minimum setback from Cascade Lane right-of-way line shall be 20 feet.Minimum side yard setbacks and rear yard setback shall be 5 feet. 12.) The building height shall not exceed 35 feet. 13.)
