1.) 1 EXISTING MOBILE/MANUFACTURED HOME MUST BE REMOVED FROM THE
PROPERTY PRIOR TO FINAL INSPECTION.
2.) The application was reviewed by the Jefferson County Department of Community
Development staff on August 27, 2002 for the potential presence of Environmentally
Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC).
After an initial Geographic Information Systems mapping review and an investigative site
inspection, the following ESAs were confirmed to be present on the subject property: Fish
&Wildlife (Eagle), Susceptible Aquifer Recharge Area, Landslide Hazard I (slight).
3.) A copy of the application was sent to Washington State Department of Fish &Wildlife
September 3, 2002 for review the application for potential conflict with Eagle habitat.
WDFW did not comment on the application as of October 9, 2002.
4.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions
that promote rapid infiltration of recharge waters to groundwater aquifers.
5.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type,
geologic material, and groundwater that may combine to create problems with slope
stability, erosion, and water quality during and after construction or during natural events
such as earthquakes or severe rainstorms.
6.) A site visit was conducted on September 4, 2002 by Jefferson County Development
Review staff. The parcel is characterized by a gradual and even slope from the easement
road at the northern portion of the parcel to Juanita Drive traversing the southern portion
of the parcel. The proposed location of the single family residence is not located a clearly
defined top or toe of a slope.
7.) This parcel was created through the Raven II Short Plat on October 11, 2001 and
recorded under AFN 448522, Vol 4, Pg 163-164 of Short Plats.
8.) The applicant is proposing to create or add 1,600 square feet of impervious surface and
no land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified
Development Code requires that your proposal adhere to best Management Practices
(BMPs).
9.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater,
erosion and sediment during construction. BMPs shall address permanent measures to
stabilize soil exposed during construction, and in the design and operation of stormwater
and drainage control systems.
10.) Jefferson County determined that this proposal is categorically exempt from review under
the State Environmental Policy Act (SEPA) pursuant to WAC 197-11-800(1)(b)(i).
11.) Maximum lot coverage is not to exceed 25%.
12.) The building height is not to exceed 35 feet.
13.) Minimum setback from Juanita Drive 20 feet. Minimum setback from the edge of the
access easement is 20 feet. Minimum setback from the northern parcel boundary is 10
feet. Minimum setback from the eastern parcel boundary is 5 feet. Minimum setback
from the southern parcel boundary (due to Open Space) is 50 feet. Minimum setback
from the western parcel boundary is 10 feet or 20 feet from the ingress/egress easement,
whichever is greater.
14.) A minimum of two (2) on-site parking spaces are required for the single family residence.
15.) Juanita Drive (P330) is a private road. A road approach permit is not required, and an
address of 540 Juanita Dr has been assigned to the parcel.
16.) A septic permit (SEP89-00251) was finaled on May 15, 1991 for a 2 bedroom system.
17.) Water is provided to this parcel via a two-party well. The operation and maintenance
agreement for the two-party well is recorded under AFN 440990.
18.) This parcel is a legal non-conforming parcel designated as Rural Residential 1:5 under the
Jefferson County Comprehensive Plan Land Use Maps effective August 28, 1998.
19.) The revised site plan as submitted with the building application on September 5, 2002 has
been reviewed for consistency under the UDC, and has been approved by Jefferson
County Department of Community Development. Any modifications, changes, and/or
additions to the stamped, approved site plan dated September 9, 2002 shall be
resubmitted for review and approval by Jefferson County Department of Community
Development.
20.) This approval is for a single family residence only. Any future permits on this site are
subject to review for consistency with applicable codes and ordinances and does not
preclude review and conditions which may be placed on future permits.
