SPECIAL CONDITIONS FOR CASE BLD02-00505
1.) The application was reviewed by the Jefferson County Department of Community
Development staff on 8/29/02 for the potential presence of Environmentally Sensitive
Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an
initial Geographic Information Systems mapping review and an investigative site
inspection, the following ESAs were confirmed to be present on the subject property:
Susceptible Aquifer Recharge Area, Seismic Hazard Area, Landslide Hazard Area I & II.
2.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological
formations that allow percolation of the surface water into the soils and the underlying
zone of saturation. Aquifers are geologic formations that contain sufficient saturated
permeable material to yield significant quantities of water to wells and springs. Aquifers
serve as the source of drinking water within most of the rural portions of Jefferson County.
3.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions
that promote rapid infiltration of recharge waters to groundwater aquifers.
4.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water
quality degradation. The submitted proposal does not require additional aquifer
protection measures. However, during construction the project shall follow the Best
Management Practices (BMPs) and facility design standards as identified and defined in
the Stormwater Management Manual for the Puget Sound Basin.
5.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type,
geologic material, and groundwater that may combine to create problems with slope
stability, erosion, and water quality during and after construction or during natural events
such as earthquakes or severe rainstorms.
6.) A Geotechnical Report was submitted in conjunction with this application. The report
addressed the stability of the geologic hazard area. A setback of 27-feet shall be
measured perpendicularly from the top or toe of the geologic hazard to the proposed
single family residence and attached garage. That measurement shall be calculated from
the eastern side of the proposed dwelling to the slope. The western side of the home is
proposing a 25-foot setback from the road cut, and a 60-foot setback from Paradise Road.
7.) A vegetative buffer shall be permanently maintained from the top, toe or edge of the
Landslide Hazard Area. All buffers shall be measured perpendicularly from the top of the
Landslide Hazard Area.
8.) Landslide Hazard Areas and their associated buffers shall remain naturally vegetated.
Should buffer disturbance occur during construction, the Unified Development Code
(UDC)Administrator shall require replanting with native vegetation. No alterations shall be
made to the Landslide Hazard Area or its associated buffer without prior authorization by
the UDC Administrator.
9.) Prior to and during approved construction activities, the perimeter of the landslide hazard
area buffer shall be marked with a temporary sign. The sign shall be placed in such a
manner that it can be directly observed from the construction area. The sign shall contain
the following statement: "Landslide Hazard Area and Buffer- Do not Remove or Alter
Existing Vegetation."
10.) All construction activities shall not encroach upon the buffer. This includes the storage or
preparation of materials.
11.) The applicant shall permanently separate the boundary of the Landslide Hazard Area
Buffer from the remainder of the subject property through installing logs, trees, a hedge
row, or any other prominent physical marking approved by the UDC Administrator.
12.) The submitted and approved Geotechnical Report stated that no evidence of sliding has
occured. The report specifies several building and erosion/stormwater measures.
Jefferson County has approved the submitted report with ALL recommendations rendered
through the document.
13.) The applicant is proposing to create or add 2,647-square feet of impervious surface
Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that
your proposal submit a Small Parcel Sedimentation and Erosion Control Plan.
14.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater,
erosion and sediment during construction. BMPs shall address permanent measures to
stabilize soil exposed during construction, and in the design and operation of stormwater
and drainage control systems.

15.) A Small Parcel Sedimentation and Erosion Control Plan has been submitted and
approved by the Department of Community Development. Once the subject permit has
been issued the applicant shall fully implement the provisions of the submitted plan and
contact the Jefferson County Department of Community Development to arrange a
schedule to inspect the property for plan compliance. A Certificate of Occupancy will not
be issued until the Department verifies plan compliance. No clearing for roadways or
utilities shall occur on the project site until clearing necessary for the installation of
temporary sedimentation and erosion control measures have been completed.
16.) The site plan as submitted with the building application on 8/29/02 has been reviewed for
consistency under the UDC. Subsequently, a revised plan and geotechnical report and
has been approved by Jefferson County Department of Community Development. Any
modifications, changes, and/or additions to the stamped, approved site plan dated
12/02/02 shall be resubmitted for review and approval by Jefferson County Department of
Community Development.
17.) Maximum lot coverage is not to exceed 25%.
18.) The building height is not to exceed 35 feet.
19.) Paradise Bay Road is classified as a local access road and requires a minimum 20-foot
front lot line setback. The sides lot lines require a minimum 5-feet. The rear lot line is
adjacent to a steep slope and geotechnical recommendations identify a 27-foot total
setback, with a determination that at least 10-feet will not be located on the silty sand
Vashon Advance Outwash.
20.) Several conditions where identified in the geotechnical report which include:
1. Collecting all surface runoff water and routing it via tightline to a stormwater retention
pond located east of the proposed residence.
2. Wet weather work shall utilize fill material that is clean, granular soil, or which not more
than 5 percent by dry weight passes the No. 200 mesh sieve, base on wet-sieving the
minus 3/4-inch fraction. Any fines should be non-plastic.
3. The ground surface in and surrounding the construction area should be sloped and
sealed with a smooth-drum roller to promote runoff of precipitation away from work areas
and to prevent ponding of water.
4. Earthwork shall be constructed in small sections to reduce exposure to wet conditions.
If there is to be vehicular traffic over the exposed subgrade during construction, the
subgrade should be protected with a compacted layer(generally 8 inches or more) of
clean crushed rock. The size or type of equipment may have to be limited to prevent soil
disturbance.
5. No soil should be left exposed to moisture or uncompacted. A smooth drum vibratory
roller, or equivalent, should be used to seal the surface. Soils that become too wet for
compaction should be removed and replaced with clean crushed rock.
6. Excavation and placement of structural fill during wet weather should be observed on a
full-time basis by a geotechnical engineer/engineering geologist(or representative)
experienced in wet weather earthwork, to determine that all unsuitable materials are
removed and suitable compaction in achieved.
