The application was reviewed by the Jefferson County Department of Community Development staff on 9/16/02 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Landslide Hazard Area I and Susceptible Aquifer Recharge Area. 2.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 3.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 4.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin (see attached). 5.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 6.) The property has been identified as a low landslide hazard area. However, no benches, bluffs or slopes exist on the property. Therefore, a 30-foot setback from the top or toe of the slope shall not apply. 7.) The applicant is proposing to create or add 2,940 square feet of impervious surface. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal adhere to Best Management Practices to control sedimentation and erosion on the subject property. 8.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 9.) The applicant SHALL control all sedimentation and erosion on the subject property. Due to the slope and soils additional stormwater measures may need to be implemented. The applicant shall assume all responsibility in control runoff generated from the property. 10.) The site plan as submitted with the building application on 8/30/02 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated 9/20/02 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 11.) This approval is for a deck only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 12.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined by the amount of impervious surface which includes roof tops, driveways, concrete, etc. 13.) The building height is not to exceed 35 feet. 14.) Frederick Street is classified as a Local Access Road and thus requires a minimum 20-foot lot line setback. This measurement shall be taken from the lot line to the proposed development. The side and rear lot lines shall be a minimum 5-feet. i:\F_BLD_Permit_Buildng.rpt 10/29/19 UILDING PERMIT APPLICAN M LA02-00466ReviewType:I Jefferson County Department of Community Development 621 Sheridan Street Port Townsend, WA 98368 PERMIT #: BLD02-00511 Received Date: 8/30/2002 SITE ADDRESS: FREDERICKS ST PORT TOWNSEND, 98368 OWNER: CAROL E GOSS PHONE: (360)385-3914 2156 14TH ST PORT TOWNSEND WA 98368-8227 SUBDIVISION: COVE ADDITION Block: 18 Lot: 3 &4 PARCEL NUMBER: 945901803 Section: 16 Township: 30 N Range: 01 W CONTRACTOR: OWNER PHONE: REPRESENTATIVE: HUGH COAKLEY PHONE: (360)379-2932 REBA SCOTT 322 FREDERICKS ST PROJECT DESCRIPTION DECK TYPE OF WORK MOB SQUARE FOOTAGE: TYPE OF IMP DEK MAIN: VALUATION 15,320.00 ADD'L: HEAT TYPE: CODE EDITION: 1997 HEAT BASE: HEAT TYPE: OCCUPANCY: UNHEATED: #OF STORIES: OCCUPANCY: OTHER: CONST TYPE: GARAGE: SHORELINE: CONST TYPE: SETBACK: DECK: 650 BANK HEIGHT: SEWAGE DISPOSAL: WATER SYSTEM: PARCEL TAGS: YES NO BEDROOMS: BATHROOMS: STORMWATER: YES NO AREA Exist: Exist: Wetland Erosion Prop: Prop: Seismic Streams Total: Total: Flood Way Floodplain Routing Date: F&W Landslide Vp..4; Shoreline Aquifer Forest: Commercial Rural Type Amount Paid By: Date: Receipt: rr Dat ED Permit $265.25 MAM 08/30/02 49610A0 V Plan Check $172.41 MAM 08/30/02 49610 SEP 3 an2 State Building Code $4.50 MAM 08/30/02 49610 Total: $442.16 Jefferson County Planning & Building Departs nt /l(/I%V , i cy i w¢sON0 • JeffersonCounty artmout of 6eV CC, 1 621 Shan Street,Port Townsend WA 88368(3601378-4450 4. perm li A p pLc.:-3 (ion mN Project Description: Building Type: Project Type: AUG rye ; Single Family X New * Wood Garage Attached/Detached Addition Steel Modular Alteration/Remodel Concrete - Commercial _ Repair - Masonry _- Multi-family/#of Units _ Demolition Other: Industrial X Other: FREp.,s1'A1UD/111sceck Bathrooms: Bedrooms: Type of Sewage Disposal: \fk Type of Heat:N Lf \r Choose one: N..3 1 Existing: 'tN\ Existing: - Sewer Community System 1 Electricity 1 Oil Proposed: Proposed: Individual System 7 Woodstove Propane Total: Total: If not sewer, fill out the following: : Heat Pump Conventional II Alternative Other Permit# SEP Water Supply: Private well .- Two Party Well E Public:Name of water system: Square Footage: For Office Use Only Main Floor Consistency Review 2ND Floor Base fee 240 c. l/a S 3rd Floor Plan Check fee—65% ' 7 a r T Htd Basement State Surcharge fee Y SC' Unhtd Basement Subtotal 4/4 2,. 16 Garage/Carport TM Pot Water Review fee - Decks 65a S( I S . 2-¢)A 5 0' 911/Rd Approach fee Commercial D ...
