The application was reviewed by the Jefferson County Department of Community Development staff on September 9, 2002 for the potential presence of Critical Areas (CAs) under the provisions of the Jefferson County Interim Critical Areas Ordinance (JCICAO). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following CAs were confirmed to be present on the subject property: Great blue heron habitat/nest and Type 5 Stream. 2.) During SEPA environmental review for the plat of Woodridge Village, Washington State Department of Fish and Wildlife Area Habitat Biologist Tim Rymer conducted a field evaluation to determine the presence of a fish and wildlife habitat area on the subject property. Mr. Rymer and other Department of Fish and Wildlife personnel concluded that the suscepted Great blue heron rookery was not located as mapped in the Jefferson County Critical Areas Ordinance, but, that it was in fact located in the NE Quarter of the Northwest Quarter of Section 20, Township 28 North, Range 1 East, which is approximately 1/2 mile south of the project site. 3.) A Type 5 Stream (Fish and Wildlife Habitat Area) has been identified on the subject property. The stream will require a setback of 15-feet. The setback shall be measured horizontally from the Ordinary High Water Mark(OHWM). 4.) Buffers are areas that shall be maintained in their natural condition, however, minor pruning or alteration of vegetation may be permitted as long as the function and character of the buffer are not diminished. 5.) The identified Fish and Wildlife Habitat Area (Type 5 Stream), shall maintain a vegetative buffer setback of 15-feet. The setback shall be measured horizontally from the Ordinary High Water Mark (OHWM) to the proposed single family residence. 6.) A permanent physical separation along the boundary of the buffer area shall be installed and permanently maintained. Such separation can include installing logs, trees, a hedgerow, or any other prominent physical marking approved by the UDC Administrator. 7.) Buffer perimeters shall be marked with temporary signs at an interval of one per parcel or every one hundred (100) feet, whichever is less. Signs shall be in place prior to and during construction activities. The signs shall contain the following statement: "Buffer- Do Not Remove or Alter Existing Vegetation." 8.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 9.) This approval is for a Single Family Residence with attached garage only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 10.) The REVISED site plan submitted 9/11/02 with the building permit application dated September 5, 2002 has been reviewed for consistency under the MPR Code. It has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved REVISED site plan dated September 11, 2002 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 11.) The parcel is a legal conforming lot that is designated as Single Family -4 Dwelling Units Per Acre (MPR-SF) under the Jefferson County Comprehensive Plan Land Use Map, effective August 28, 1998. 12.) An approved Storm Drainage Report requires that stormwater for lot 19 be detained on-site utilizing an Indivdual Lot Onsite Infiltration System. A system has been designed in accordance with the recommendations of the Storm Drainage Report and certified by a professional engineer to comply with the Report. The certification also states that the individual lot on-site Infiltration System will be constructed on slopes less than 15 percent and that it will be located more than 25-feet from the top of a slope. 13.) The applicant is proposing toZ'Peate or add 3,816 square feet of imperviouurface and 3,816 square feet of land disturbing activities. Plat Conditions and Section 6.6 of the Jefferson County Stormwater Management Ordinance requires that your proposal install an Indivudual Lot On-Site Infiltration System that complies with the approved and recorded Storm Drainage Report. 14.) An Individual Lot Infiltration System Plan has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 15.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 16.) Maximum impervious surface area shall not exceed 45 percent. 17.) Minimum setback from Woodridge Village Drive right-of-way line shall be 20 feet. Minimum side and rear yard setbacks shal be 5 feet. Minimum vegetative buffer from the type 5 stream on the lot shall be 15 feet. 18.) The building height shall not exceed 35 feet. 19.) Based on Section 3.107 of the Port Ludlow Master Planned Resort Code, Accessory Dwelling Units shall not be allowed in the MPR-SF zone. 20.) A Small Parcel Erosion and Sediment Control Plan has been submitted and approved by the Department of Community Development.
