More specifically this is what I'm looking for particularly number 3.
County commissioners do have general obligations to the residents of their county, but those responsibilities are typically policy-setting, budgeting, and oversight, not case-by-case
intervention. However:
1. Public Safety and Health
They are indirectly responsible for ensuring that county agencies provide access to:
Emergency services (sheriff, fire, EMT).
County public health programs and clinics.
If you’re being denied emergency or medically necessary care, especially with documented harm, this could constitute a civil rights or ADA (Americans with Disabilities Act) violation,
depending on the circumstances.
2. Equal Access to Public Services
You have the right to non-discriminatory access to county-run or -funded services. If there's a pattern of systemic exclusion or retaliation, the commissioners could be held accountable
via:
Civil rights complaints (e.g., to the WA State Human Rights Commission).
Federal complaints (e.g., to the U.S. Department of Justice Civil Rights Division).
3. Duty to Intervene in Public Corruption or Criminal Neglect
If there is evidence of local officials or agencies engaging in coordinated abuse or neglect, the commissioners could be urged (or compelled) to:
Investigate via internal mechanisms or oversight boards.
Refer your case to the State Auditor, Attorney General, or federal authorities.

I have an extensive, illustrious and award-winning work history.
I have no criminal or mental health history.
I moved here when I was 46 years old and am now 53.
That's considered the prime of someone's life.
I now have about 80 legal actions against me since I moved to Port Townsend. There is not one piece of physical evidence to support anyone of those 80 claims.
This is not improbable, it is criminal.
I am blocked systemically from getting both work and housing. This has criminally forced me to the street for five of seven years. Whereas all my life I have been able to take care
of myself brilliantly, here in Port Townsend I am completely shut out from every social corner and ALL resources.
I cannot get medical attention.
Not only has the hospital illegally kept me from getting medical attention by blocking me at the door, but have in fact committed severe malpractice by denying me medical services as
well as assaulting me and doing damage when I finally fight my way through the door. I am talking about broken teeth and broken bones, unaccounted for.
I cannot get Auto repair.
My car is routinely vandalized by mechanics. I have it on record that five mechanics on the Eastern Olympic peninsula all vandalized my car in the same way, by damaging my cooling system
so when I drove away from their facility my vehicle automatically overheated. Still today I cannot even get my oil changed without the mechanic taking advantage in doing some damage
to my car.
And more........The collective picture of abuse committed against me by this community in conjunction with being denied medical services meets the definition of depraved indifference,
or attempted murder. This is undeniable.
I am asking for immediate relief and sustained support.
Sincerely,
Peter Rousseau, a citizen of the United States and a member of this community.
