Lobbyist Amina Abdalla said Sen. Jeff Wilson, R-Longview; Rep. Jim Walsh, R-Aberdeen; Rep. Joel McEntire, R-Cathlamet worked with leaders on the amendment. The entire two-year capital budget totals $7.5 billion, with $201.3 million in local projects, Abdalla said. That is slightly lower than in 2023, when $231.8 million was allocated. This budget differs from the operating budget, which included $4.3 billion in new taxes to make up a projected $15 billion shortfall over the next biennium. Abdalla said this was the largest revenue package in state history. The Kelso project has been in the works since 2019, and is planned to include about 40 affordable housing units above shared community space to be used, in part, as the new location for the Kelso Public Library, now housed at the Kelso mall. SNAP said this program is the backbone of the organization's efforts to support housing stability, emergency home repairs, small business development and economic mobility. “This funding isn’t just a grant—it’s a foundation,” said Julie Honekamp, CEO of SNAP. “It supports everything from keeping seniors safely housed to helping local entrepreneurs start small businesses. Without it, we risk unraveling a safety net that thousands of people depend on.” In the past year, SNAP used this funding to complete home repairs for 276 families. "We're serving people who don't have opportunities for other funding. They can't go to a bank because of their very limited income to apply for a loan and they don't have savings to be able to take care of their home repair," said John Hoover, the director of housing services at SNAP. While the food pantry’s traditional service area spans the upper valley and Cashmere, the need goes well beyond, with about 47 percent of its visitors traveling from throughout the region. The food pantry receives a majority of its commodities through the regional food distributor, with additional food coming in from gleaning excess produce on farms, the Grocery Rescue and Washington state’s Farm-to-Food Pantry programs, and community donations.” “The regional food distributor, Chelan-Douglas Community Action Council <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=62cae420a6&e=b80de0d97c> (CDCAC), which distributes one to three million pounds of food each year to 20 different pantries like Upper Valley MEND, senior centers, meal sites, and low-income apartments, has also seen a rise in demand throughout the region while experiencing a reduction in funding. In March, the U.S. Department of Agriculture cut $500 million in funding for the Local Food Purchase Assistance Cooperative Agreement Program (LFPA), effectively discontinuing a Biden-era program that helped food pantries purchase food from local farmers. The cuts resulted in a loss of $160,000 for CDCAC, which sources produce from five local farmers. The organization is applying to other grants in order to continue the program, albeit at a much smaller scale, said CDCAC Executive Director Alan Walker. “That was a great program, because we got to support our local farmers too. They really liked it, because it was a way for them to sell their product,” said Walker. The same month, the USDA cut another $500 million allocated toward The Emergency Food Assistance Program (TEFAP), a federal program that provides emergency food assistance at no cost to low-income Americans. The CDCAC is set to lose $80,000, about half of its TEFAP funding. While the organization's general TFAP funding remains steady through September, Walker anticipates that if it does continue, it will be a lower amount. Additionally, $4.7 million in TEFAP commodities expected to be delivered to the Washington State Department of Agriculture (WSDA) for April through June were cancelled. The delivery was expected to supply Washington food banks, including CDCAC, with three months of federally procured milk, dried plums, dried cranberries, canned chicken, turkey breasts, and chicken breasts, according to the WSDA. “That number of semiloads has gone from 70 over the next three months down to less than 10,” said Walker. “That's going to have a significant impact on the amount of food that we have.” The cuts have been compounded by the federal government’s immediate termination of Americorps grant programs in April, which supported volunteer and service efforts in education, public safety, and hunger relief. CDCAC facilitated the funding, training, and placement of 15 Americorps members at nonprofit organizations throughout the region. Two of those members served full-time at CDCAC’s Food Distribution Center, supporting a small staff of two full-time and two part-time employees. “If we don't have those individuals in our food bank, we can't meet the level of demand,” said Walker. Food insecurity, an official term from the USDA, refers to when individuals lack sufficient food and are uncertain about where their next meal will come from. This surplus is delivered to The Cove and then transported to OCCAC in Okanogan. • The Glean Team: Volunteers harvest extra food from local growers, repackage bulk food arriving at the food bank, and prepare and package food for freezing to be distributed later. • Community Garden(s): Harvesting Hope is looking for a place, preferably close to Twisp, with access to water, for a community garden. Finding a site, volunteers, and individuals with garden knowledge are all needed to start this project. • Food drives and donations.“ “‘Perfect storm’ Rena Shawver, Executive Director of OCCAC, compared Okanogan County’s food shortage to a perfect storm. She said shortages, budget cuts, and an increasing number of residents depending on food pantries have left the central warehouse virtually empty. The Food Bank served 10,000 clients in 2022 and 13,500 in 2024, a 24% increase. “Inflation has sent food and gas prices sky high. Rent and housing prices are higher than wages, meaning families pay up to 60% of their income on housing costs, which leaves them without money for other things,” Shawver said in the press release. “Plus, there’s a national food shortage — weather changes and market conditions make it tough to grow food, so food deliveries to pantries are down while the number of people relying on food pantries is up.” Shawver has communicated with local growers like Smallwood and Yonder Farms, who are willing to grow extra for the Food Bank and support gleaning. Shawver said, “Okanogan County is rich in agriculture. Grantees can create flexibility, and expand access in this process, by adopting categorical eligibility of other federal programs listed in this guidance when submitting PY 2025 Grantee Plans.
