He stated that his priority for the legislation would be to “return…back to a traditional infrastructure bill that focuses on roads, bridges, and the movement of freight.” He noted that the T&I Committee is now accepting policy priorities for the measure from Representatives through an online portal until May 30, 2025. U.S. Department of Transportation Federal Transit Administration * The Federal Transit Administration (FTA) issued <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=a762a40eb1&e=7ccb4f03e2> a joint Notice of Funding Opportunity (NOFO) <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=82a9ae1e1b&e=7ccb4f03e2> for the Fiscal Year (FY) 2025 Low or No Emission Grant Program (Low-No Program) and Grants for Buses and Bus Facilities Program (Bus Program). FTA will make available $1.1 billion through the Low-No program to support capital projects to purchase and lease zero-emission or low-emission transit buses that utilize low- or no-emission propulsion technologies, as well as acquire, construct, and lease related equipment and recharging, refueling, and maintenance facilities. The agency also intends to award approximately $398 million through the Bus Program to support capital projects that replace, rehabilitate, purchase, or lease buses and related equipment and rehabilitate, purchase, construct, or lease bus-related facilities. According to a press release, “transit agencies competing for funds are encouraged to consider strategies to avoid customization, as procuring more standardized bus models will shorten manufacturing timelines.” Further, FTA is “now requiring transit agencies to describe how their projects will improve the accessibility of transportation for families with young children, with a focus on improved access to jobs, healthcare and retail.” The application deadline for both programs is July 14, 2025. Office of the Secretary * Transportation Secretary Sean Duffy testified <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=4c2f2c42b5&e=7ccb4f03e2> before the House and Senate Appropriations Committees on the President’s Fiscal Year (FY) 2026 budget request for DOT. The Secretary highlighted increased funding in the budget for aviation safety programs administered by the Federal Aviation Administration (FAA), shipbuilding programs overseen by the Maritime Administration (MARAD), the Infrastructure for Rebuilding America (INFRA) Program, and the Consolidated Rail Infrastructure and Safety Improvements (CRISI) Program.
