SPECIAL CONDITIONS FOR CASE BLD02-00589
1.) The application was reviewed by the Jefferson County Department of Community
Development staff on October 14, 2002 for the potential presence of Environmentally
Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC).
After an initial Geographic Information Systems mapping review and an investigative site
inspection, the following ESAs were confirmed to be present on the subject property:
Landslide II Hazard area.
2.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type,
geologic material, and groundwater that may combine to create problems with slope
stability, erosion, and water quality during and after construction or during natural events
such as earthquakes or severe rainstorms.
3.) Jefferson County Development Review staff conducted a site visit on February 26, 2002
and determined the geological hazard area is due to hte gradual slope on the parcel. The
property is not located in close proximity to a top or toe of a slope. According to the
topographical maps and the site visit, the property's elevation increases evenly from
approximately 380 feet to 460 feet over a distance of 1,285 feet.
4.) The applicant is proposing to create or add 576 square feet of impervious surface and no
land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified
Development Code requires that your proposal adhere to Best Management Practices
(BMPs).
5.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater,
erosion and sediment during construction. BMPs shall address permanent measures to
stabilize soil exposed during construction, and in the design and operation of stormwater
and drainage control systems.
6.) Jefferson County determined that this proposal is categorically exempt from review under
the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i).
7.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined as amount of
impervious surface which includes rooftops, driveways, concrete, etc.
8.) The building height is not to exceed 35 feet.
9.) Minimum setback from Hwy 101 is 50 feet. Minimum side and rear setbacks are 5 feet.
10.) This parcel is a legal conforming parcel designated as Rural Residential 1:20 under the
Jefferson County Comprehensive Plan Land Use Map effective August 28, 1998.
11.) Hwy 101 (S101) is a principal arterial road. The road approach is existing, and an
address of 275404 Hwy 101 has been assigned to the parcel.
12.) A subdivision application (SUB95-00040) to divide the 20 acre parcel into four(4) lots was
cancelled July 19, 1999.
13.) A septic permit(SEP01-00260) was approved January 15, 2002 fora system with capacity
of 720 gallons poer day.
14.) A building application (BLD02-00085) was approved March 6, 2002 for a single family
residence with attached garage. Consistency Review was conducted under
MLA02-00082.
15.) The site plan as submitted with the building application on October 7, 2002 has been
reviewed for consistency under the UDC, and has been approved by Jefferson County
Department of Community Development. Any modifications, changes, and/or additions to
the stamped, approved site plan dated October 14, 2002 shall be resubmitted for review
and approval by Jefferson County Department of Community Development.
16.) This approval is for a garage only. Any future permits on this site are subject to review for
consistency with applicable codes and ordinances and does not preclude review and
conditions which may be placed on future permits.
