SPECIAL CONDITIONS FOR CASE BLD02-00599 411
1.) The application was reviewed by the Jefferson County Department of Community
Development staff on October 14, 2002 for the potential presence of Environmentally
Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC).
After an initial Geographic Information Systems mapping review and an investigative site
inspection, the following ESAs were confirmed to be present on the subject property:
Coastal SIPA; Wildlife Habitat(Bald Eagle Nest and Great Blue Heron Nest).
2.) The Washington State Department of Fish and Wildlife reviewed the application for
potential impacts to the eagle nest in the area. By telephone contact on October 24, 2002,
their finding is that there is "no conflict"since the subject property is more than 800 feet
from the nest tree.
3.) The Washinton State Department of Fish and Wildlife Area Habitat Biologist Jeff Davis
reviewed the application for potential impacts to nest for Great blue heron. My e-mail
dated October 23, 2002, WDFD indicated that it is very unlikely that this proposal will have
a significant impact on Great blue herons.
4.) The subject property is located in a Seawater Intrusion Protection Zone. For proof of
potable water on a building permit application, the applicant must utilize a Department of
Health approved public water system, if available. The applicant has indicated that
connection to a public water system will occur.
5.) The applicant is proposing to create or add 2968 square feet of impervious surface and
2900 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson
County Unified Development Code requires that your proposal submit a Stormwater
Calculation Sheet. The applicant submitted a Storm water Calculation Sheet.
6.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater,
erosion and sediment during construction. BMPs shall address permanent measures to
stabilize soil exposed during construction, and in the design and operation of stormwater
and drainage control systems.
7.) Jefferson County determined that this proposal is categorically exempt from review under
the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i).
8.) This approval is for a Single Family Residence with Attached Garage only. Any future
permits on this site are subject to review for consistency with applicable codes and
ordinances and does not preclude review and conditions which may be placed on future
permits.
9.) The parcel is a legal non-conforming lot that is designated as Rural Residential (RR 1:5)
under the Jefferson County Comprehensive Plan Land Use Map effective August 28,
1998.
10.) The revised site plan as re-submitted with the building permit application on October 29,
2002 has been reviewed for consistency under the UDC. It has been approved by
Jefferson County Department of Community Development. Any modifications, changes,
and/or additions to the stamped, approved revised site plan dated October 29, 2002 &
Approved October 31, 2002 shall be resubmitted for review and approval by Jefferson
County Department of Community Development.
11.) A septic system and drainfield was installed on the parcel under permit SEP91-00214.
This conventional system was finaled on September 30, 1992 by the Jefferson County
Environmental Health Department. A drainfield easement to be recorded with Jefferson
County Auditor's Office for primary and reserve drainfield on lot 7.
12.) Maximum Impervious surface for the property shall not exceed 25 percent.
13.) Minimum setback from Cape George Road right-of-way line shall be 20 feet. Minimum
side yard setbacks and rear yard setback shall be 5 feet.
14.) The building height shall not exceed 35 feet.
15.) Lots 6 and 7 of the Ocean Grove Estates Plat were consolidated under a Declaration of
Restrictive Covenant recorded under Auditor's File Number 461709, on October 30, 2002.
16.) Consistent with UDC Section 3.6.5(3)(d)(2)(ii), the applicant will infiltrate all storm water
runoff onsite.
17.) Consistent with UDC 3.6.5(9)(iv), the applicant should implement water conservation
measures: (a) (installation of water conserving fixtures such as low flow toilets, faucets
and shower restrictors and other water saving plumbing fixtures) and (b) installation of a
water flow meter.
