1.) The application was reviewed by the Jefferson County Department of Community
Development staff on October 21, 2002 for the potential presence of Environmentally
Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC).
After an initial Geographic Information Systems mapping review and an investigative site
inspection, the following ESAs were confirmed to be present on the subject property:
Wetlands and Seismic Harzard.
2.) The following Environmentally Sensitive Areas (ESAs) are likely to be on the site, since
they were mapped: Wetlands & Seismic Hazard Areas. In accordance with Section 6.6.4
of the Uniform Development Code "All clearing and grading activities that will occur in or
adversely affect environmentally sensitive areas shall be subject to the regulations of
Section 3.6.4 et.seq., and Section 6.7, without limation to thresholds found herein...." This
means that a stormwater permit is required for any clearing or land disturbing activities if
ESAs are present, regardless of the stormwater threshold. A Small Parcel Erosion and
Sediment Control Plan will be required.
3.) Jefferson County determined that this proposal is categorically exempt from review under
the State Environmental Policy Act (SEPA) pursuant to WAC 197-11-800(1)(b)(i).
4.) The parcel is a legal non-conforming lot that is designated as Rural Residential (RR 1:5)
under the Jefferson County Comprehensive Plan Land Use Map effective August 28,
1998.
5.) Staff conducted a site visit on November 8, 2002 to determine whether a wetland was
present on the property. It was determined that a small isolated wetland area was located
adjacent to the property on land owned by the State of Washington. The wetland area is
consistent with the criteria identified in Section 2 of the UDC for an "Isolated Wetland".
Therefore, a delineation is not required. In addition, this area is at least 225 feet from the
proposed residence.
6.) The Washington State of Transportation issued an "Access Connection Permit" (Permit#
42653) to the applicant for access from State Highway 101.
7.) The applicant is proposing to create or add 1530 square feet of impervious surface and
2130 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson
County Unified Development Code requires that your proposal submit a Stormwater
Calculation Sheet. The applicant submitted a calculation sheet.
8.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater,
erosion and sediment during construction. BMPs shall address permanent measures to
stabilize soil exposed during construction, and in the design and operation of stormwater
and drainage control systems.
9.) A standard critical area waiver(CAR99-00411)was finaled by Jefferson County
Department of Community Development on September 23, 1999.
10.) A septic system and drainfield was installed on the parcel under permit SEP99-00271. A
wet season evaluation was required by Environmental Health.
11.) This approval is for installation of a Manufactured Home only. Any future permits on this
site are subject to review for consistency with applicable codes and ordinances and does
not preclude review and conditions which may be placed on future permits.
12.) The Revised site plan dated November 12, 2002 as submitted for the Manufactured Home
Installation application dated October 16, 2002 has been reviewed for consistency under
the UDC. It has been approved by Jefferson County Department of Community
Development. Any modifications, changes, and/or additions to the Revised, stamped,
approved site plan dated November 19, 2002 shall be resubmitted for review and approval
by Jefferson County Department of Community Development.
13.) Minimum setback from Highway 101 right-of-way line shall be 50 feet. Minimum side and
rear yard setbacks shall be 5 feet.
14.) Maximum impervious surface area shall not exceed 25 percent.
15.) The building height shall not exceed 35 feet.
