July 6, 2010, 10 a.m. Recommendation of Preferred ProDosal and Execution of Lease of a Portion. of the Rec Center To: From: Agenda Date: Statement of Issue: Staff have evaluated the proposals to lease a portion of the P.T. Recreation Center to a private child care service. Staff will present the preferred child care provider and the BoCC will have the opportunity to execute the lease. Analysis/Strategic GoalslPro's 8: Con's: Leasing a portion of the Port Townsend Recreation Center meets the strategic goals of the County because: it creates a new revenue source for both the Public Works and the Central Services Departments, it supports economic development by providing care for the children of workers, it increases the health and well being of children, and it increases recreational and educational opportunities for children. Leasing public faellities to private parties, so that those private parties can serve the public good, is a form of Public Private Partnership or P3. P3 is a generally accepted solution to budgetary limitations caused by economic recession. The main draw-back of leasing a portion of the Port Townsend Recreation Center is that it excludes the general public from access to 1346 square feet of valuable indoor community recreation center space. Fiscal Impact/Cost Benefit Analysis: The administrative costs of the public process will be funded through the existing parks and recreation budget. The tenant will be responsible for upgrades and maintenance of the facility. Recommendation: Hear the recommendation, ask questions and provide input, and execute the lease for the preferred child care provider.
